Along with a series of information project implementation, rapid developmentshave been made on our country education. China’s higher education mode is alsoundergoing profound changes. Teacher as the first element, their capabilities ofeducational technology play an important role in the smooth implementation of HigherEducation. Higher school art teachers in Colleges and universities have strongprofessional characters. Their ability of educational technology in college art teachingmatters much. However, does college art teachers’ educational technology capabilitynow will meet the needs of their art teaching? How to further develop and promote theireducational technology capability? These are the paper concerns.Based on adult learning theory, effective teaching theory and informal learningtheory, we made a questionnaire investigation on Chinese College of art, music, art anddesign art discipline teachers’ present situation of educational technology capability.And find the University Arts Teachers in educational technology ability promotionhave some problems: Teachers’ ability of educational technology development exists animbalance: basic knowledge skill ability stronger, teaching design theory of knowledgeand the development of innovation and other aspects, especially the development ofinnovation ability is weaker. They do not have a right understanding of the meaning ofeducational technology: they pay more attention to professional software associatedwith the master, pay more attention to the teaching design of the general methods andpractical aspects of attention. And there are limited way to promote the teachers’educational technology ability.Finally, to improve the high school art teachers′existence problem in educationaltechnology capability, teachers, school and social dimensions must all make efforts.First teachers themselves must play their full subjectivity and learning enthusiasm. Then the school should pay more attention to the teachers′collective and positive action. Lastbut not the least, social effective guarantee mechanism must be very skilled. It is a longprocess to promote high school art teachers’ educational technology capability, and thewhole society should make its effort.
