On The Establishment And Improvement Of Suicide Intervention System In China

Suicide is an age-old philosophical question. Camus even say that suicide is the only serious philosophical problem. Suicide which is the social phenomenon since the existence of human society is bothering each modern country. Childhood memories, suicide phenomenon occurred around and the information obtained from media all remind the author that suicide is a serious problem in China. Then comes the question, how the status quo of China’s suicide? How the proportion of suicide phenomenon in China’s rural area? What the severity degree of suicide problem in China’s rural area? The author of this paper further thinks that what the reason for generating this status? Can China’s legal process resolve such a serious social problem? If can, where start from?By combining the authoritative data of each agency and research results of scholars, this paper visually shows the China’s suicide problem especially the severity of rural suicide problem and analyzes the current social reason and institutional reason of China’s rural suicide status quo.The social reason includes rural family political factor and external environmental factor. Institutional reason includes some defects of legal system and social security system. The author of this paper believes that the key point to solve the problem lies in introducing state intervention mechanism.The severity of China’s rural suicide problem corresponds to the lack of China’s suicide intervention mechanism. The intervention that takes state as main body has legitimacy and necessity, which is the direct reason for introducing state intervention mechanism. The deep reason is that state intervention mechanism has certain legal basis.The effectiveness of suicide mechanism is the meaning of state intervention. Meanwhile, the author of this paper also refers to the limit of suicide intervention. In the part of how to carry out the state intervention, the author thinks that China shall learn from Japan and establish the intervention system that takes national suicide prevention act as the core. The author also uses the theory of law and policy to deeply analyze, including establishing national suicide prevention act,suicide crisis intervention system,rural crisis intervention organization and developing green channel in medical system. At the same time, the author also put forward that suicide is also a heavy work that requires the involvement of social power. It has a positive meaning in supporting non-profit organizations and carrying out the consciousness propaganda for the right to life.
