The president Xi, Zhang Gaoli and other famous person care about the disabled repeatedly, which made the society pay the unprecedented attention of disabled sports, and the disabled sports public service system are quietly gestation.Research the disabled public sports services in Yangpu District is keeping up with social hot spots, people’s livelihood, effective way to understand the status quo of the restructuring and development of Yangpu District. Through literature materials law to clear up the research of disabled public sport services could found that at the end of 2013, the literature on disabled public sports services only five, and two of them come out of the same person, but to the early of 2015, the number of articles were growing rapidly.Through the research method of field observations, interviews and questionnaires for disabled sports organizations, facilities, activities, guidance, information, and people with disabilities can found that Yangpu district disabled public sports service has its advantages, but there are many shortcomings. The main question is: disabled main part of public sports services lack synergy; The needs of public sport services for disabled is not being met; Disabled public sports policy and security services are not in place; The sport resource in public which can service the disabled are not fully utilized; The organization of disabled public sport service is single. The organizations which providing services for disabled almost composed by government departments and voluntary organizations.The finally cause of these problems is: Government haven’t pay enough attention to disabled public sport service; The atmosphere of disabled sports activities haven’t formed; The content and form of disabled public sport service is unattractive; The supply mechanisms of disabled public sport are inadequate and the evaluation mechanism is not perfect and so on.In order to solve these problem, we should combine the background that Yangpu district has series aging problem though it also has enough community service facilities for elder people and infrastructure of sports facilities. And we have to base on the principle to increasing the utilization of existing resources and to guide disabled into society and to promoting disabled to participate sport games and their satisfaction to public sport service. Above all of that, I proposed several countermeasures.① Exploit the existing resources, to enhance to construct the disabled sports facility;② Strengthen the guidance, nurturing sports organizations of disabled people;③Relying on the advantage of universities, to promote the specialized fitness guide for disabilities;④ Innovating the ideas and measures, to develop the “suitable” sports activities for disabled people;⑤ Focus on participation effect, to improve the incentive mechanism evaluation for disabled sports activities;⑥ Play of social forces, to increase the capital investment for disabled public sports service;⑦ Combined the Yangpu actual, to accelerate implementation the program of “Sharing the public sport service by the elderly and the disabled”;⑧ Reinforce imitating from each other, to promote the integration of the Shanghai districts to development of disabled public sports service.
