The purpose of this study is to offer theoretical and practical help to the construction and development of rural community education, which will eventually serve the overall construction of China’s New Countryside, during China’s implementation of New Countryside development strategy. In orde r to meet this purpose, a survey aiming to investigate and identify current difficulties in the construction of New Socialist Countryside was conducted in Henan Province. And the survey chose Henan as a representative in the hope that this research could be geared towards the development of China’s New Countryside.This study is presented in six parts:The first part is an introduction of the reasons why the author chose to do this study and status quo of the China’s New Countryside construction; adding to the introduction, a review of relevant researches is given; at the end of this part, some concepts concerning community, community education are introduced.The second part gives attention to the development of rural community education since its formative years, and the how the need for rural community education changes through its development is also analyzed.In the third part, what functions rural community education should have in newly built rural communities and many other under construction rural co mmunities is discussed. Subsequently, the importance and the value of rural community are emphasized.The forth part features a survey conducted in Henan aiming to identify the issues we have in the development of rural education in these new rural communities. After the analyses of the data collected, issues that fall into the recognition, management and resources categories are identified.In the fifth part, some ideas and strategies are offered to help tackle the issues. Specifically, rural community education should be people-oriented, service-oriented, culturally diverse, and resource efficient.The last part is comprised of summery, conclusions, questions for further study and a closing statement.
