Altruism is a social helping behavior that is spontaneously and not asking for reward. It is at the high level of moral development and it is also one of the important parts for moral education in our country.However, with the multicultural development, a series of social problems continuously impact the moral education in our country and challenge students’ altruism development, such as confusions on value decisions and cultural conflicts. In addition to that,with related altruism research, it can be found that there is a short of study on altruistic behavior tendency from the view of culture and development, though the research of altruism is highly valued. On account of this, it is extremely important to pay attention to students’ altruistic behavior.This research is based on value of clarification theory and social learning theory. Collecting data by documentary method and applying questionnaire survey to 600 students in total from fourth grade to ninth grade to found out the current altruistic behavior situation. According to the results, the developing trend of students’ altruistic behavior can be summarized. Furthermore, combine related theory and specific physical truth of primary and secondary students, from schools, families, and the teacher in charge and the media public opinion put forward four perspectives, school integrating education resources, to provide the environment of cultivating primary and secondary students’ altruistic behavior; Parents renewal education idea, promote the cultivation of primary and secondary students’ altruistic behavior; The teacher in charge value play a leading role, effectively promote the strengthening of the primary and secondary students’ altruistic behavior; Media, positive energy, provide altruism model for primary and middle school students, so as to promote the cultivation of primary and secondary students’ altruistic behavior.
