As the late start of Private-owned Higher Vocational Colleges (HVCs) in China, the problem such as irrational arrangement of resources, unsoundness of teaching staff, lack of high-level dual-teachers has been exposed during the process of the rapid development of Private-owned HVCs. As a key factor of colleges’ management, the Performance Evaluation System (PES) of teachers is very important to the promotion of teaching staff, the improvement of teaching quality and healthy development of HVCs.The results show that, the design of PES is a complex social process, the system including many factors such as evaluation object, evaluation subject, evaluation index, evaluation procedures, use of evaluation results, etc. The current PES in " MinSHeng Vocational College" has some problem in its evaluation object, index and procedures, which should be restructured.Based on this background, this research has designed the factors of PES of teaches in "MinSHeng Vocational College", including:the evaluation object which is more closely with the strategic directions, the evaluation subject which is composed by management staff, students, supervision group and external peers, the evaluation index which is composed by four first level index (professional attitude, professional skills, teaching work and researching & application) and fourteen second level index, the evaluation method which is composed by objective appraising, students’ appraising and peers’ appraising.To make the whole PES of "MinSHeng Vocational College" go smoothly this Research has discussed the safeguards for the implement of PES in "MinSHeng Vocational College" further, which is upgrading the maneuverability of PES. The method is the use of Interviews, questionnaires, Delphi and AHP.
