School Restructuring Movement is a reformation taken place among the worldwide public school since 1980 s, which focuses on the systematic reformation of the ill public school system. Japan carried out the six-three-year compulsory education in 1947, gapping the curriculums between primary school and junior school. Among all the problems, the “Junior Grade 1 Gap” has been the key issue these years. In order to fix this, both the Education Law and School Education Law, revised in 2006, had clearly expressed the expectation of improving the learning interest of students by linking the primary school and the junior school together, and this nine-year system provides a systematically coherent education to fit students’ mental and physical development. The nine-year system has a profound effect on several aspects. First, it allows teachers to have an idea of the coherent teaching consciousness. Second, it improves the introspection and basic ability of students. Last but not the least; it narrows the “Junior Grade 1 Gap”.In June 2001, China mentioned the theory “putting nine-year system into effect at proper area” for the first time in the Decision on the Foundation Education Reform and Developing. Then, in August 2008, the Instruction on classification and evaluation of the Basic Education Work, published by the Ministry of Education, had reiterated the gradual promotion of the nine-year system. However, plenty of school managers came across difficulties in its practice by simply equaling the nine-year system to adding the junior school to the primary school. This old-fashioned theory makes grade six fail to achieve its consecutive function, the primary school and junior school are fiercely independent, which depresses the development of the nine-year system.This paper takes the literature, historical research and case analysis methods as research method to study the reformation of the Japanese Nine-year System. In the first part, it shows the development of the Japanese reform of the school system, clarifies the features and problems of the Japanese nine-year system reformation. In the second part, it gives analysis of the Education Law, School Education Law, and relative theory mentioned in the educational consulting report published by the centre education council, to study the reasons of promoting the Japanese nine-year system from three aspects; the “Junior Grade 1 Gap”, low-level education, and rethinking of the six-three-year system. In the third part, it combines the study of relative laws and regulations about the Japanese nine-year system, to study the reform measures from its establishment, curriculum design, and promoting mechanism, thus, to conclude its achievement and speculate its trend. In the last part, this paper would like to analyze the feature of the Japanese nine-year system, and its enlightenment for Chinese nine-year system reformation.
