The ultimate aim of education is to make the quality of people mind quality being educated. School moral education is the main content of school education, as well as in the new period to carry out national main content is the important carrier of socialist core values. As a kind of new moral education mode, the experience of moral education changes the past "giving-receiving" forced indoctrination and rote learning, the educators through the creation of education situation or event organization, thus making the educatee to experience and make full use of their minds to experience their feelings as well as their understanding, cognitive introspection and externalization through behaviors, realize the harmony of cognition, emotion, moral and behavior. The experience of moral education has become a new viewpoint in the study of moral education theory.The hkied middle school in Jishishan county, Gansu province is studied as example of case. This research mainly takes advantage of the interview method, case analysis, participatory observation and physical analysis. For example, the interview method is mainly for students, teachers, school administrators and parents of four groups which were made up with 22 kinds relevant methods, in order to understand the present situation and problems of the experience moral education school-based curriculum development and implementation; At the same time, the researchers also records of activity teaching case of the sound, video, typ ical classroom case and collected activity implementation plan, plan, related activities in the process of recording video, photos, and the experience of students writing reflection and feelings such as case and text analysis, found the experience of moral education school-based curriculum development and the problems existing in the practice, namely pay attention to the main body participation, in the process of practice experience and despise students’ affective commitment; Attaches great importance to the form of activity, and despise experience essence and teaching experience creating situation is imperfect and so on.Therefore, in order to change experience problems existing in the moral education school-based curriculum development and implementation, this research tries to explore the experience from the course practice level type of moral education in the development of school-based curriculum and practice: in view of the existing problems, the researchers are trying their best to put forward these following strategies: curriculum development needs to grasp the coordination, life-oriented, diversity and openness and so on scientific principles; the researchers improving the evaluation system of curriculum implementation; being able to improve teachers’ experience teaching style; constructing the social supportive system; setting up the ideas of "course cost", in order to perfect the educational effectiveness of school moral education.
