With the widespread popularity of the rapid development of display technology, touch technology and virtual technology, information technology and personal digital terminals, digital reading, digital AC, 1: 1 digital learning more and more common. The traditional paper textbooks comes to the specific teaching situations, conflicts and contradictions between the inherent stability, static, weak interaction and the diversity of modern education context,dynamic and strong interactive increasingly significant. Electronic textbooks textbook reform is an inevitable trend, which is to promote the application help promote quality education resource sharing, reducing the digital divide and enhance the quality of education, promote educational equity.Electronic textbook pilot is currently in full swing around the world carried out, but the research is lagging behind, especially in how to design and develop for the 1: 1 digital learning new electronic textbook is still in the exploratory stage. Current electronic textbooks too heavy resources, capabilities, visual effects, ignoring the essential attribute of textbooks- educational.Specific performance two issues, one is ignoring the valid educational theory to support its design, the second is to ignore the learning tasks, learning support, the ultimate purpose of the picture language- the promotion of learning occurs, complete the "knowledge" to " interim capacity ".In this study, the development of literature and research, based on the primary teaching theory and cognitive theory of multimedia, built for the 1: 1 digital learning materials in electronic design and development model--EDMBFC model proposes the integration of 21 st century skills learning objectives analysis to complete the task as the core of knowledge reconstruction, express learning path design and picture language is the key to the design and development of electronic textbooks, and fourth grade "Science" design and development of electronic textbook example of the practice of interpretation. In this mode the target analysis,knowledge reconstruction task sequence of learning path design are closely input-output relationship, in this method coupled with a relationship built EDMBFC core development model with strong operational and rational level.In order to verify the scientific EDMBFC mode, practicality and effectiveness of the model-based analysis of the factors affecting TAM intention to use e-learning materials, thedevelopment of a targeted scales and questionnaires prepared for students and teachers and interview outline.
