Secondary vocational education plays the role that cultivate the primary and secondary skilled talents and workers since it was born. The requirement to the workers from every trades and professions is becoming stricter and stricter with the adjustment of the economic structure, the improvement of the industrial structure and the transformation of the employment structure, and it is also a higher demand to the Chinese Secondary vocational education. Accordingly, the position and development of secondary vocational education and vocational education are becoming more and more important. The responsibility of the secondary vocational education is to cultivate large amount of skilled and practical talents for the country who can acclimatize themselves to the changes of the economic development patterns and the adjustment of the economic structure. Since 1985, the government unveiled lots of related policies to push on the development of the secondary vocational education work, and the policies about its admission and financial aid were also unveiled to solve the problems that it was difficult for the secondary vocational education schools to enroll students and lots of students drop out in the process. But, the enrollment is still a barrier to the development of secondary vocational education, and meanwhile, the teaching quality and employment are also the problems. After thinking these questions, the writer believes that all these problems are made by the current policy of the secondary vocational education, and it is a serious question for us that how to break the closed secondary vocational education system and innovate its policy based on the development and openness. Through the acknowledgment of the administrative logic and the analysis of its character, the writer found that in the political process of the secondary vocational education exists not only the characters of the administrative logic, such as authority, coerciveness and verticality, but also the administrative logic such as pressure system, contracted out step by step, promotion tournament and etc. Therefore, in the writer’s perspective, it is feasible and necessary to analyze the cyclical process of the secondary vocational education under the view of administrative logic. Based on this, in the thesis, the writer will capture the realistic foundations, influence factors and the political agendas of how to improve the development of the secondary vocational education via the study of the administrative logic reflection in the political process of the secondary vocational education and the analysis of the administrative logic dilemma that the secondary vocational education faced, and provide the referable and clear developing steps and theoretical coordinates for the future of the secondary vocational education policy via establishing the co-governance system.In the thesis, the writer coalesce the public goods theory, supply-demand theory, externality theory, government’s functions theory, accrual theory and policy analysis theory, and take historical methods, textual analysis methods and comparative method to analyze and study the policy of the secondary vocational education on the administrative logic perspective. The writer also analyze the formulate process and content of the policy of the secondary vocational education and the administrative logic reflection elite decision, pressure system, contracted step by step, promotion tournament and high-level driving when carrying out the policy. The writer trying to explore the better policy for the future of the secondary vocational education through the establishment of the co-governance system.
