Vocational education is an important part of the modern national education system and human resource development.Moreover, it is an important way of promoting Chinese economic development and employment.In recent years, Chinese government and ordinary people have paid great attention to vocational education, which has achieved rapid development and made a positive contribution to improving the quality of the laborers, promoting the employment and the standard of people’s living.But due to the traditional thought" Attaches great importance to the ordinary high school education, despise vocational education", as a result, vocational education has met great difficult in development. In these aspects:education structure is unreasonable, difficulties of recruit students, teaching quality is not high, poor operation system and mechanism, etc. In order to enhance the attraction of the secondary vocational education, the national and provincial education department issued free policy measures for the implementation of technical secondary school. If a education policy to effectively implement, not only need to be reasonable, and need a good education policy implementation and evaluation feedback mechanism. What are the effects of the school recruit students, teaching and management since the free policy implementation. How do parents and society evaluates the policy community, these are all worth exploring.This research was made mainly by questionnaire and interview as the basic method, focusing on secondary vocational schools of Suyu district to investigate, and then studied on the effect of free policy implementation status of Jiangsu province. The full text is divided into five parts. First of all, demonstrated the origin of research and analyzed the practical significance of the development of secondary vocational education, then reviewed and evaluated the research of scholars at home and abroad. Furthermore, this study introduces the ideas and methods of research and then raised some questions; Secondly, analyzed the background of the free policy of secondary vocational education in our country, and then make an on-the-spot investigation of Suyu district about secondary vocational free policy, the situation of the execution of the reaction of the free policy after the implementation of the broad masses of students, parents’ feedback and what are the effects on the daily management of school and teaching; On the basis of empirical research, analyzed the problems existing in the process of free policy implementation. During the survey we found that free policy has got more standard executed in secondary vocational school of Suyu district, and it has received the affirmation by students and their parents. However, there is some unsatisfactory in the process of policy implementation. Because parents don’t take the initiative to choose vocational schools for the implementation of the policy of free.So the prospect of the policy implementation is not optimistic. The most urgent problem is to improve the teaching quality of secondary vocational schools, and these schools must pay great attention to the connotation of the construction to attract students; Finally, on the basis of the investigation, we put forward some suggestions about the current situation on execution of free policy secondary vocational:Optimize the structure of high school education; To strengthen the construction of secondary vocational school connotation, enhance the school brand; Develop the multi-level kinds of vocational education, accelerate the construction of modern vocational education system, so as to maximize the policy of free benefits.
