At the 21st century, the vocational education as an important part of education career has become the important foundation of social development. The Vocational education is playing an important role in China's industry re-structure upgrade and economic performance; it is a kind of education form of skills required for jobs.Currently, China's policy on theoretical and practice-based problems of secondary vocational education and research is still lack of comprehensive and systematic research and define; these problems still need us to further exploration and development. This paper will conduct a comprehensive introduction and analysis on the development of secondary vocational education policies in China and explore the existing problems as while as pointing out the direction of improvement and further development of secondary vocational education in our country by referencing the advanced experience of Germany, Australia and the United States. This paper will open up a new path for the educational reform on the secondary vocational education and laid a solid theoretical foundation for the university-enterprise cooperation with Chinese characteristics.After entering into the new century, the secondary vocational education of China has made remarkable achievements under the historical opportunity that vigorously developing vocational education, however, there are still many problems. Because of the limitation of current concepts and their own abilities and the lack of national macro policy level, there are some deficiencies that restrict the further development of secondary vocational education such as talents cultivation, university-enterprise cooperation, finance, legal policy environment, etc. I hope this paper can help Chinese government and other related departments perfect the policy and improve the recognition and confidence of the masses of the secondary vocational education by drawing from the advanced experiences of Germany, Australia and the United States.
