In order to further promote the quality-oriented education, deepen the reform of sports and art courses and promote the comprehensive development and healthy growth of the primary and middle school students, in April 2011, the General Office of the Ministry of Education issued Notice on Implementing "Sports and Art 2+1 Program" in Primary and Middle School Students during the Compulsory Education Period, and this program has been launched comprehensively nationwide for the purpose of cultivating the students’skill in sports. Cultivating the students’specialty in sports is beneficial to enhance their self-confidence, cultivate their willpower, make them to experience the happiness of sports and form a good habit of learning and exercises, so that all children can grow in a healthy and happy environment.After the comprehensive launching and implementation of the "Sports and Art 2+1 Program" nationwide, there have been some research achievements nationwide, but there are rare researches on the implementation of Sports and Art 2+1 Program in Henan, while Henan is the core area of Central Plains Economic Region. In this paper, with the research background of "Sports and Art 2+1 Program", it is attempted to find out various problems in the implementation of this program through the research on practice of "Sports and Art 2+1 Program" in urban junior middle schools of Henan, and summarize and analyze these problems, so as to propose the effective suggestions conforming to the actual condition of Henan, finally improve the individual physical quality and cultivate sports specialty of junior middle school students in Henan and finally provide reference to further promote the implementation of "Sports and Art 2+1 Program" and after-class sports events of junior middle school students in Henan.In this paper, the literature method, investigation method, mathematical statistic method and logic method are used to investigate and research the actual cultivation of sports specialty of urban junior middle school students in Henan under the background of "Sports and Art 2+1". Totally 800 students and 30 teachers who participate in the questionnaire are sampled by random. After recovery of questionnaire, statistical software is used for sorting and mathematical statistical analysis on the effective questionnaire results, and it is concluded as follows:1. The implementation of "Sports and Art 2+1 Program" has a great influence on the students’sports specialty, and the improvement of students’specialty skills is worth affirming.2. The sports specialty events that the students are skilled at are the mass sports events with wide implementation, no limit to apparatus and side, easy-to-master skilled movements, not strong competition, and no high requirements for physical quality, and there is a strong preference.3. The students’motivations to participate in the sports specialty events include their individual interest and hobby, their original skill, physical quality strengthening and influence of family members etc.4. After implementation of "Sports and Art 2+1 Program", the schools make great efforts to cultivate the students’comprehensive quality while not reducing the requirements for the students’knowledge learning, with stricter and stricter sports examination in the senior high school-entrance examination, the students have also gradually changed their attitude and opinion toward the basic sports course and exercise of sports specialty events.5. The teaching method of the sports teachers is relatively simple and there is a shortage of high-skill sports teachers in middle schools, which has a great influence on the cultivation of the students’sports specialty events.6. There is a wide implementation of long-break sports events in schools, which lays a solid foundation for the cultivation of students’sports specialty events. But there is a strong preference sports examination in the senior high school-entrance examination Program.For students of sports specialty training project of existing problems and put forward the following countermeasures:Canadian Sports senior high school entrance examination in Compulsory Project retained several traditional at the same time, to increase the scope of the optional items; to stimulate students’interest in sports, physical education and extra-curricular activities to promote sports development; the school should attach great importance to the training of teachers, to solve the lack of female teachers in sports teachers, single skill problems; focus on the development and utilization of sports equipment resources.
