The rapid development of economy promote the higher education into the era of mass, which is an important reason for the rise of Independent Colleges. At present, our country is facing the difficult task of improving the quality of economic development, therefore, we must change the mode of economic development to cultivate a large number of innovative talents and skilled personnel. The founding and development and transformation of Independent Colleges which promotes higher education to keep pace with the trend of the times is the inevitable results of social and economic development. Currently, there are 298 independent colleges with different characteristics throughout the entire country. Every Independent College in also has its own thought and characteristics of running a school. Therefore, this research will study its development of the independent colleges in Anhui province from the perspective of strategic.In this paper, we take the independent colleges in Anhui province as the research object, in this research we analysis the environment of the independent colleges in Anhui province based on strategic management theory, human resources and other related theory by using strategic analysis method. Then according the SWOT analysis of the independent college of H university, we extended to the development of independent colleges in Anhui province, put forward the corresponding development strategy, and take measures to guarantee strategy implemented smoothly.Based on research methods of the literature analysis, comparative analysis, survey method, firstly, by summarizing existing results, we put forward the research question, specifically expounds the four developmental stages of independent colleges, namely, preliminary development stage of pure private colleges, rapid development stage of private secondary school, mature stage of independent colleges, adjusting development stage of the independent colleges. Secondly, we mainly describe the macro-external environment and the industry competition environment of Independent Colleges in Anhui province by using PEST analysis tools and Porter Five Forces model. From the description of independent college of H university, organization, independent college mission and positioning, The construction of teachers team, specialty construction, enrollment and employment we introduce development environment of independent college of H university, and based on this foundation to carry out the SWOT analysis of independent college of H university, put forward take SO strategy and WO strategy to promote its development, and realize the strategic target. Finally, based on the SWOT analysis of independent colleges of H university, we formulate the development strategy of independent colleges in Anhui province, namely, the school localization strategy, differentiation strategy, cooperative strategy and brand strategy, and specifically analyze measures of strategy and ensure strategy smoothly implemented.
