| The 17 th National Congress of the Communist Party of China stressed the need to promote the development of Chinese culture and build the common spiritual home for the Chinese nation. The Central Propaganda Department and the Ministry of Education also formulated and issued Enforcement Outline of Carrying out the Education of Carrying forward and Cultivating the National Spirit in Primary and Secondary Schools. The outline makes clear the need to carry forward and cultivate national spirit education into all links and aspects of education in primary and secondary education. Under the great environment of promoting excellent national culture into campus proposed by the Central Committee of the Communist Party of China and the Ministry of education, the research into the development and utilization of national folk sports curriculum resources in the urban area in Western Hunan can provide evidence for strengthening the reform momentum in the physical education curriculum of primary and secondary schools, carrying forward and inheriting the local national sports culture, enhancing students’ sense of national pride, promoting the healthy development of children and youth both physically and mentally, carrying out the physical education with the local characteristics, improving the quality of physical education and so on.Through the research methods of literature study, field investigation, expert interview, mathematical statistics, questionnaire and logical analysis in the paper, the questionnaire was conducted among 274 physical teachers from 34 primary and secondary schools in the urban area in Western Hunan from eight aspects, including the human resource of the development and utilization of the national folk sports curriculum resources, content resources, venue resources, equipment resources, information resources, natural geographical resources, extra-curricular resources, and resources outside schools. After the analysis of those eight aspects, the results indicate: 1) the number of physical education teachers teaching national folk sports is relatively small, the national folk sports are incompletely known to the teachers, the opportunities of attending the trainings on national folk sports and the related skills are less although they know many national folk sports events; 2) the national folk sports events are rich and up to 550 national folk sports events while presently less than 91 sports events are included in the physical education curriculum, that is, the exploitation rate is less than 16.54%. The reasons include that the national folk sports are not included in the activities during the long breaks and the extra-curriculum activities, the available venues for national folk sports and the related equipment and facilities are scarce, and the development and utilization of the natural geological environment and information of the national folk resources are not sufficient; 3) the problems in the development and utilization of national folk sports curriculum resources in primary and secondary schools in the urban area in Western Hunan are as follows: in primary and secondary schools, the physical education teachers’ concepts of the development and utilization of national folk sports curriculum resources have lagged behind, the teachers’ group is weak, the development and utilization of the curriculum contents about national folk sports are not sufficient, and the national folk sports venues and the related equipment and facilities are scarce.To solve the existing problems, the paper proposes the principles, overall thought, methods and means of the development and utilization of national folk sports resources. It includes the principles of characteristics, adaptability, sharableness and goal-directedness. The overall thought is to introduce more national folk sports resources into the curriculum, make clear the aim of the development and utilization of the national folk sports resources, increase the training opportunities to the teachers, establish and perfect the evaluation system of the development and utilization of the national folk sports resources and speed up the development of the network. The methods include developing and utilizing national folk sports resources according to the local conditions, adapting the national folk sports events scientifically and reasonably, screening the national folk sports events seriously when introducing them into the curriculum, researching and developing national folk sports equipment and facilities independently. The means are establishing correct guiding ideology, enhancing the teachers’ sense of responsibility, inviting folk artists, strengthening the fostering of the national folk sports talents in colleges and universities. |
