In the process of development and prosperity of our country’s higher education, independent colleges, as a higher education school mechanism and mode of innovation, its rapid rise and development greatly ease the shortages of Chinese higher education resources, to meet the demands for the development of mass higher education. They play an irreplaceable important role in promoting the reform and the innovation of the higher education system. Due to the rapid development and expansion of independent college, and the influence of various factors and restriction, various problems and shortcomings have arisen in the process of running independent college, therefore our education department issued "independent college setting and management method" as well as a series of policies to standardize the development of independent colleges.The administrative department of education of Sichuan province,as a government regulator of independent schools, plays a critical role in the sustained and healthy development of the independent colleges. To better serve the national strategy and speed up the pace of development of education, combining the reality of the province, Sichuan province formulate a set of regulatory policies on the basis of the central policy. In practice, however, the regulatory policies of the provincial education administrative departments are not good enough. The lack of a clear operational guidance has affected to a certain extent the standardization, perfection and sustainable development of the independent college. From the point of current policies, the regulatory policies specifically for independent colleges are rare. The lack of policy and the non-standardization give rise to the loopholes and defects in the unfavorable policy implementation.According to the theory of public policy and public management, this paper, combining the reality of our own work, analyzes the status quo of regulatory policy of independent college and the existing problems in the process of policy implementation from the perspective of the administrative department of education of Sichuan province,. This paper conducts a in-depth research on regulatory policies concerning three aspects: managerial quality, finance and asset, prevention and control of the campus safety. Furthermore, it puts forward some advice on the improvement of the policy measures and provides the reference to formulate and perfect the supervision policy for the administrative department of education of Sichuan province. In light of policy analysis, this paper uses numerous methods, such as historical method, comparative method, literature method and so on, to make the argument convincing and feasible. Based on the experience of the research at home and abroad, this paper combines theoretical research and empirical investigation, qualitative research and quantitative research, the reality analysis and should-be analysis.This study puts forward a series of powerful practicable policy recommendations, and proposes the establishment of public policy implementation, incentive mechanism and constraint mechanism, the responsibility mechanism and effect evaluation and improvement mechanism to change the existing regulatory policies, in order to ensure the effective implementation of the policy. The aim of this study is to help the education administrative department of Sichuan province better understand the current characteristics of the independent institute regulatory policy, and to inspire the better regulation of the independent colleges, which will make policies more scientific, reasonable and effective, thus, at the same time enriching relevant theoretical studies.
