From The Eighteenth National Congress of the CPC, the voice of The further development of the reform of institutions increasingly. Education institution reform is an important part of deepening the reform of our institutions. The work of teachers’ professional titles evaluation reform of primary and middle schools is the priority among priorities reform education institution units. While the primary and middle school teachers’ professional titles reform work battle lies in Teachers’ professional titles evaluation of primary and secondary school reform. In this background, from 2012, Shandong province has started to pilot the reform of primary and middle school teachers title evaluation work.For the better development, primary and middle school teachers start to title evaluation reform work, to promote the development of the education industry in middle and middle schools. The author based on the previous research results and used the public management theory of motivation. Through the careful combing of the interview results, the factors about the teachers in primary schools in Shandong Province at 2012, the title after the reform of the basic standards of review of excitation conditions, the effect of the expert interviews and a questionnaire survey of audience, and use the 19 basic standard conditions of incentive factors into three latitudes, including the development of the incentive for teachers in primary and middle school personal development. The primary and middle school teachers must possess the relevant factors; Requirements of relevant policy incentive factors of teacher management system, management environment, policy environment in primary and middle schools; Incentive factors of teachers’ personal achievements related achievements and so on. According to the incentive factors, the author develops a questionnaire and investigation, and focuses on the various elements of the incentive effects and existing problems.19 basic standard incentive effects in different conditions of incentive factors, there are eight basic standard conditions incentive incentive effect in general, these factors do not meet the expectations of primary and secondary school teachers incentive levels.The author uses the statistical software tools in-depth analysis of survey data, and finds that some factors in the condition of basic standards in primary and middle school teachers face different situations when the incentive effects have a significant difference. While there is a large gap between the realistic demand to implement the incentive effect of the distance on the primary and middle school teachers.According to the above problems, the author suggests, firstly, on primary and middle school management level, promote the institution post management, perfect the post competition mechanism; secondly, in the primary and middle school teachers individual development level, optimize of the basic standard title appraisal conditions, perfect and professional technical position competition mechanism and so on. Through the multi-tiered measures on the primary and middle school teachers, not only they can increase the activity, but also fully mobilize the enthusiasm to join the education of primary and middle school teachers. The author can believe that these measures can promote the development of education in primary and middle schools, and devotes for the development of economy and society better.
