Investigation And Countermeasure Research On Present Situation Of Ningbo City Community Sports Facilities

The State Council’s Opinions on Accelerate the Development of Sports Industry and Promoting the Consumption of Sports was issued by the State Council on October 20 th, 2014. In this document, the government put forward some advices on supporting the masses’ fitness consumption, encouraging the public sports facilities open to people free of charge or low charge and instruct the operating entities of sports facilities to provide public welfare fitness services by means of government purchasing healthcare service. The community sports facility plays an important role of social sports which carries the start and end of community sports.Draw lessons from ningbo city community sports development, studies their facilities whether accord with the need of community mass sports.The study extracted 12 communities from 6 administrative districts in Ningbo and conducted surveys on the community residents and administrators. Using the method of documentary,on-the-spot investigation, Statistical analysis, questionnaire and expert interview, this study analyzed and summarized the essential attribute, the management and operation and the residents’ degree of satisfaction of the community sports facilities in Ningbo. Then it proposed corresponding countermeasures in the hope that it could help strengthening the construction of sports facilities, promoting the quality and taste of community, meeting the requirements of residents fitness. Conclusions are as follows:There exist some common issues in the community sports facilities in Ningbo such as incomplete items and insufficient quantity, low utilization rate and sharing, lack of pertinence, low diversity and insufficient funding, poor maintaining and lack of guidance, low satisfaction, etc.Lastly, this paper proposed some countermeasures for the community sports facilities in Ningbo, which includes increasing the capital investment and developing multiple sports activity places; encouraging the sharing of school sports facilities with community and strengthening the supervision; scientific construction of sports facilities and maximizing the resource utilization; establishing the long-term mechanism of responsibility sharing between residential area and community; improving the maintaining of the sports facilities; increasing the fitness instructors; carrying through public education of sports; setting up sports organization and putting emphasis on guidance of using the sports facilities.
