In China, Since the implementation of the 1960`s family planning policies. The number of births have plunged. This kind of result is under the effect of family planning policy enforcement and the fertility is not based on people’s own birth behavior will. After a certain time, this birth behavior wish will inevitably impact on the change of fertility and birth number. And the implementation of the existing "separate two children" policy will directly affect the willingness of one party for the one-child family to breed, and resulting in a national fertility and reproductive number of structural change.This study has three practical significance: First, it is the questionnaire survey form and choosing different careers、different ages,、different gender and people of different cultural background as respondents. From two angles of only children and the one-child, summaring and analysising the questionnaire of survey form. Second, this study is based on "two children" alone new birth policy implementation of fertility behavior research, it has been strong timeliness. The implementation of new birth policy will have what changes on only children birth behavior, it is the top priority of this research. Combined with the actual one-child intend to investigate and makeing more operabled in "separate two children" policy. Third, this study chooses the kunMing city as study area. In view of the kunMing city as a super-large city in southwest China, the level of economic development is as same as development situation of the eastern city. Studing the kunMing city’s only child’s birth 、reproductive behavior and willingness number for nationwide has certain representativeness. Under the background of kunMing’s "separate two children" policy, to be studide on one-child willingness and childbearing number of empirical studies and predicting the future changes of population development in certain period of time.The one-child family of the Urban, when deciding whether to birth in the course of "two children". To concrete analysis the costs and benefits of birth "two children" from the different angle, for example national policies、social system、parents’ opinion、family economic status、career development、reduce the risk of pension、birth gender preference、level of education and cultural background factors, so as to decide whether to have "two children".
