During lasts 30 years, China developed in an unprecedented speed and rise in the world. domestic industries are walking on a fast-growing amount of fast-track. As an important component of the national economy, construction industry has been developing comprehensive. Project cost as a major part of the construction industry start from scratch and developed from coarse to fine after a series of twists and turns in the process. In 2005 after China’s entry into WTO, with the opening of construction market, the construction cost facing more opportunities and challenges. The employees’ professional abilities of engineering cost was increased in order to meet the needs of international development. The purpose of higher education is to send qualified talents for society, so closely integrated engineering cost specialty in higher education and the job market. Developing construction cost professionals who can meet the market demand.This study is proposed to study the demands of the market project cost, from the engineering cost standard system for undergraduate study. Reference to foreign graduates of project cost system design, also had domestic undergraduate students’ ability of project cost system, according to research at domestic and abroad are given the primary ability of graduates of project cost standard system. After preliminary system identify subject to labor market tests can determine whether the system is adapt to the market demand.In our country there is little research about the professional ability evaluation system for project cost, and there is no link between higher education and the job market also the professional associations did not play its role in communicating information. According to the standard of competence system, the professional competence evaluation system was designed. By using AHP we confirm three different capacities(basic skills, core competencies, developing capacity) weight coefficient. We designed for both graduates and employers questionnaires and chose the graduates majored in project cost from Chang’an university, and gave them 350 questionnaires. Then got back 213 questionnaires, according to the results both graduates and employers were satisfied with the ability cultivation.After summing up the subjective part of the questionnaire, we did several comments on the capacity of existing systems, such as the poor communication between employers and universities, the quality of teaching evaluation model was not good, uneven training quality in colleges and universities and so on. According to these views, we modified the ability standard system. Then we promulgate the new ability standard system for the undergraduate students who majors in the project cost. Describes relationships between standards and curriculum, modified the curriculum and promulgate the new ability standard system.
