A Comparative Study Of Higher Vocational Education Legal System Between China And The USA

In this paper, we focus on describing the legal system of higher vocational education in China and America. With the development of global economic integration, the higher professional education is getting more and more important. As a shelter "umbrella" for improving higher vocation, the higher professional education rule by law has an irreplaceable role. So it causes much attention of the world. The United States is the most powerful country of national strength in the world, especially in the science and technology. However, all these achievements benefit from the guarantee of higher vocational education legal system. The implementation of higher vocational education legal system has greatly promoted its perfection of higher occupation education system. Therefore, there is a large amount of experience for us to learn. The structure of this thesis is as follows. Section 1 gives the history development background of the higher vocational education law system in China and the USA. In this section, I present four stages of higher vocational education legal system in the America. Meanwhile, I show three phases of our country. Which objective is to enable people to have a general understanding. The next part interprets the legislation, law enforcement and supervision. According to such details introduction, I Sum up the general profile of the whole higher vocational education legal system between the two countries. The final section is the conclusion of the paper. I made a comparative study in history development, legislation, law enforcement and supervision between the two countries. Through the above comparison, in my opinion, we should be mainly from the following four aspects to perfect our country’s higher vocational education legal system: first of all, our higher occupational education law should be amended by the time history. Which goal is to complete our country’s higher vocational education legal system; secondly, we ought to renew the idea, at the same time, we are supposed to strengthen the jural safeguard for higher vocational education; thirdly, in order to ensure the rule of law’s authority in higher vocational education, we need to improve the higher vocational education legislation mechanism; last but not the least, we should innovate the law supervision mechanism to optimize the supervision and management of higher vocational education legal system.
