China's economy has been developed rapidly in recent twenty years. It still stays at the preliminary or the medium stage of the First One. At this stage, medium-level, especially skilled technicians are needed badly. Those mainly get their knowledge and are trained by vocational schools and colleges. However, the medium and the advanced vocational education in China has been expanded very slowly since the mid-term of 1900s.In this article, on the basis of analyzing the roles and sorts of the vocational education, the author stresses the point that what kind of part the government, the enterprise and individual should play in it. There are many vocational schools and colleges in China, but the scale is very small and the efficiency is very low. This is inharmonious phenomenon. Also, some teachers are not qualified for their jobs and the materials unfit for teaching. China's vocational education is summarizing and refining other's good experience and drawing lessons from them is very important for China.After the World War II, as a defeated country, Germany's economy was completely destroyed. It was short of supply. However, Germany has grown up quickly from depression to prosperity. Nowadays, it has become one of the most powerful industrial countries in the world. It was the vocational education that played an important part in its development. With the support of the Federal Vocational Education Law, Germany carries on this kind of education smoothly and has made great progress. Two-ways vocational education system is the students get their knowledge at school or college and improve their skill in the factories. The teachers must be double-ability ones that is they should not only teach in the classroom and also know how to operate in the workshop and show it to the students. Besides, there are so many good ways for the government to back the vocational education in Germany. For example, they invest and accumulate educational funds for it actively. They carry out the developing strategy ahead of time. They call on all kinds of people to support and take part in managing schools and colleges, making full use of the educational resources to stand by the Germany's vocational education.After studying the advanced Germany's good experience, at the end of this article, the author expounds the importance of how to reform China's present professional education situations. Firstly, make full use of the vocational education law to provide rules and regulations and basic security for training talents. Secondly, using the two-ways experience of Germany for reference, set up a co-operation system between government, enterprises and schools to ensure the vocational education in China. Finally, push the construction of training double-ability teachers and provide more places. Set up rules and regulations of teachers'qualification and so on.
