It has been over 15 years from the State Council approving the Ministry of Education’s “21st Century Education Revitalization Action Plan” in 1998, which toke the vocational education information as an important part of education information. Vocational education has gone from focusing on information management to tend to the service, to information technology integration and vocational education as the core changes. Vocational colleges’ invest tilt shift from hardware to on software and services, and then the investment will focus on education participants and teaching activities. In 2012, the Ministry of Education gave the analysis of current tasks of China’s vocational education information in “On Accelerating the Development of Vocational Education Information Opinions”. The development of IT in the enterprise production, service and management put forward new and higher requirements for active employees and IT application ability newborn workers. For vocational education, the guidance of national policies and funding are an important support of external forces, the enterprise and sector is indispensable strength in vocational education building. Vocational education information will see the effect of non-overnight. Vocational schools single-handedly complete the task, which needs multi-party cooperation to promote together, and the formation of the educational community. Therefore, in the economic and social background of modern industrial structure upgrading and enterprise information, it is the current need for rational thinking and conduct important research topic to study the construction and development of vocational education information.This paper uses historical research, literature research and case analysis from a variety of angles to interpret the information vocational education, such as the interpretation of the information from the nature of the information and vocational education, the analysis of functionality of vocational education information from the state to citizens of modern information technology requirements and the overall trend of modernization of education. This paper examines the problems in the construction of vocational education information in China from the perspective of cross-border community, and tries to make the appropriate strategy from this point of view. Firstly, it is to focus on functional analysis of vocational education information. Secondly, it is to clarify the construction achievements and problems. Thirdly, it is to learn from foreign experience in the development of education information strategy and explore the development of vocational education in information technology trends. Finally, it needs to put up the strategies that is cross-border community helps to build vocational education information, and then takes professional institutions to enhance teachers’ IT capabilities for example for examine the cross-border community in practice operability. Based on the cross-border characteristic of vocational education, the conclusion is that the establishment of cross-border community, including the learning community, vocational teachers’ community, colleges and enterprises’ community, is a balance of information construction of vocational education between strategic design and practical operation.
