Since the implementation of popularization of higher education in 1999,the scale of higher education of our country become bigger and bigger,getting a lot of significant achievements.But at the same time, the decline in the quality of higher education issues before us.It is emergent to analyze how to promote higher education quality comprehensively,accurately and objectively.How to analyze the quality of higher education? This thesis uses the NSSE-China empirical data to evaluate the college students’ learning quality Scientifically which from the five indicators of the learning inputs survey—— challenging academic degree, the level of active cooperative learning, student-teacher interaction, the plentiful degree of educational experience and support degree of campus environment. Different levels of college students in our country, 985 colleges in different regions, 211 schools and local colleges do not show a higher quality of learning that focus on the various indicators gauge analysis. It is not only closely related to the modern university management system, but also reflects the overall level of the quality of higher education.Therefore,evaluating the quality of college students’ studying scientifically is an important perspective on the issue of quality of higher education.How to improve the quality of higher education? This thesis rely on the survey date of college students’ learning inputs which use the NSSE-China scale that implemented by the Institute of Higher Education Studying of Guizhou University. There are five issues which based on the norm data of Guizhou University compared with other universities:(1) learning and learning challenges into consciousness is obviously insufficient preparation;(2) Students need to continue to improve the level of professional learning;(3) the interaction between college students and teachers are relatively scarce;(4) Students need to continue consolidating and improving the educational experience;(5)the campus environment support from the school need to change wellurgently.Therefore,the quality of higher education of our country need to improve scientifically under the new background from the eyes of the empirical data and the five indicators. This investigation studying which regarded the quality evaluation of college students as performance results-oriented showed that if we want want to improve the quality of higher education of our country we should do something from five perspective listed as below:(1) To establish“cultivating students’ learning ability” as the core guide of educational quality;(2)To build the educational quality basic cast to "cultivate outstanding teachers" as the core;(3) Complete with "hardware and software to improve school facilities" as the core platform for the quality of education;(4)Regarding strengthening the "improved learning assessment system" as the core path of the educational quality;(5) Focus on "vigorously promote the law school" as the core of education quality assurance. At the same time, enhance the quality of higher education is a systematic project which need to carry out effective university management activities under the guidance of the overall rule of country and school.
