The essence of student evaluation for teaching is to stimulate students’interest in learning and ability demand of their overall development in teaching and learning activities judged by students.The rapid increase in enrollment scale and other factors, the Higher Vocational College teaching quality was highly concerned; Student, as the main participants and recipients, Aught to have more feeling and voice for teaching quality; Under the intrinsic inert contradictory aggravate situations, students’ evaluation was the important barrier for teaching quality in Higher Vocational Colleges. Therefore, exploring the current situation and reform strategy in China’s Higher Vocational College students evaluation from teaching quality security perspectives, to provides theory reference and practice implications for China’s Higher Vocational College teaching quality assurance construction, it is very necessary.Discovery from the literatures research, It is needed to more reflection and research in the logical relationship between student evaluation for teaching and teaching quality assurance, and teaching quality assurance mechanism.Accordingly, formed the research hypothesis is:Student evaluation is the important assurance for Higher Vocational Colleges’ teaching quality in our current country; The core research question is:How can the student evaluation be better to protect the teachers’ teaching quality? There are 4 research questions:First, If teaching quality assurance needs the students’ evaluation? Second, The new period teacher teaching quality assurance need what kind of student evaluation for teaching? Third, The current our country Higher Vocational College students’ evaluation for teaching can meet the requirement? Forth, How to reform should the Higher Vocational College students’ evaluation to return to the requirements?In order to answer the above questions, this study applied the methods of literature research, survey method, case study method and comparative research method. According to the ideas:internal exploration, Investigation for the current situation, problem attribution and reform strategy, from the perspective of Edwards Deming’s PDCA method, adhering to pragmatism view of knowledge, to take a combination of quantitative and qualitative mixed strategy. The main findings of this study are:(1) From the historical development and reform of China and foreign countries, the relationship between students’ evaluation for teaching and higher vocational quality assessment is not "detachment", but "very close". The practice of quality evaluation has promoted students’evaluation for teaching. The policy, idea and so on, which in Student evaluation for teaching are reflected in the file of assessment of the quality. Student evaluation for teaching, reflect the will and expectation of state and the school.(2) Although the value subject is plural, but its basic value subject is teacher and student; The essence of student evaluation for teaching is to stimulate students’ interest in learning and ability demand of their overall development in teaching and learning activities judged by students. With its corresponding role, student evaluation for teaching should adhere to the ideas of "flexible", "open" and "multiple"under the "PDCA" perspective of teaching quality assurance.(3) According to the value choice of student evaluation for teaching in China’s Higher Vocational Colleges, advocated:The key evaluation elements are:to stimulate students’interest in learning and ability demand of their overall development in teaching, to promote teaching personality and improve its development.(4) The main problems of students’evaluation for teaching in our country Higher Vocational College are:First, the loss of function, the imbalance of index:the students’evaluation target mainly embodies the functions of "management, assessment" and others, but neglect the function of" incentive" in actual operation. It is teacher-oriented. Second, The method and the organization is simple:the organizer is the evaluator and management, evaluation of teaching cycle is too little, and too simple.Third, Has teaching evaluation, but no criticism:The main evaluator is single, lack of evaluation and content. Forth, There is majesty, but deficient helping:The results of students’evaluation directly affect the teacher’s bonus, promotion and hiring, but schools lack of the effective measures in helping teachers to improve teaching quality.(5) At present, students’evaluation in teaching quality assurance in most of the Higher Vocational Colleges play a decisive role. Survey shows, scores of students’ evaluation take the proportion up to 70% of the Higher Vocational College teaching quality evaluation scores; over a half more than 50%.Therefore, the reform of students’ evaluation to better assure the teachers’ teaching quality is significant and far-reaching influence, regardless to teachers or to the Higher Vocational Colleges.Through comprehensive analysis, draw the final conclusion is:Students’ evaluation should be better assures our Higher Vocational College teaching quality; therefore, the reform is needed by better teaching plans, deepen perfect process, strengthen evaluation and feedback in students’ evaluation. In the framework of "PDCA",eventually build a students’evaluating teaching mechanism, in which take the student as the core idea, to facilitate student learning as the core purpose, in order to enhance teachers’ teaching incentive power, thus can achieve the goal of assurance of teaching quality by student evaluation.The main contribution are:using "PDCA" perspective of the quality assurance system in Higher Vocational Colleges, analyzes the quality evaluation and the development of student evaluation for teaching in Chinese and foreign Higher Vocational Colleges; through investigation and study, reveals the current situation of student evaluation for teaching under the perspective of teaching quality assurance in China’s Higher Vocational Colleges. Through the study found the vast development space in the universal, different cases of student evaluation for teaching quality assurance.
