Interest groups are voluntary and stable social groups based on common interests. In a democratic society, social members with the same or similar interest and demands assemble and form various interest groups to participate in social life and political life in order to protect their rights more effectively. The United States is a country of typical interest groups politics, with a large number and various species. Interest groups have infiltrated every aspects of American social life, and become the main body in the political process. To a large extent, the formulation and implantation of education policy-making are seen as the interacting and gaming process between different interest groups and government agencies. The United States formed a more perfect model of the interest groups education policy-making. The practical significance of this kind of research, not only is advantageous to deepen understanding of interest groups politics, as well as understanding of the United States education policy-making. The study is divided into three parts. The First part is common research, through the theory and operation process, from “scientific thinking and “science” two aspects construct the common model of the interest groups education policy-making; The Second part is individual character study, a typical interest groups politics of the United States as the research object, form the generation condition, mechanism and operation process three aspects deep, vertical analysis of the United States interest groups education policy-making model; Finally summarizes and enlightenment, from perfect education to participate in the main subject, open education channels to express the two aspects to explore the improvement path of our country’s education policy-making. The study use literature research and case analysis, Select the part of the typical American educational decision-making process as a case or microscopic aspects, through the "phenomenon" to strengthen the "essence" of understanding, in order to grasp the fundamental properties of American interest groups and educational decision-making model in order to strengthen the study of practical value.
