From 2009 to 2016,the 44 th U.S.President Barack Obama has been in power for two consecutive years.During his eight--year Administration,The Obama Administration has carried out a series of education reforms and practices.Among them,Vulnerable Groups Education are manifestation of the concept of educational reforms.Since Obama take office,he has successively issued a series of vulnerable groups education policies and policy,focusing on low income family,homeless people,and ethnic minorities and so on.The Obama administration adopted education financial appropriations,balanced allocation of educational resources,and implementation of non-discriminatory assessments to meet the educational needs of vulnerable groups.It can be clearly that the United States places a priority on the balance of basic education and promotes education for vulnerable groups on the road to promoting education fairness.In the eight years that Obama has been in office,the basic education aims at pursuing educational justice so that all students can achieve success and thus improve the quality of education.In general,the Obama administration's determination to reform education and new initiatives to advocate education equity have brought about a resurgence of education in the United States.Education for vulnerable groups has been flourishing.Based on the three policy texts of the American Recovery and the Reinvestment Act of 2009,A Blueprint for Reform,and the Every Student Succeeds Act,we analyze the Obama Administration's vulnerable groups education policy.First of all,from the macro level,we have deeply studied the basic concepts of education fairness and human rights education of the Obama Administration's vulnerable groups education policy.And according to the economic,political,cultural,historical and education traditions,we explored the background of vulnerable groups education legislation.Secondly,from medium level,we specifically analyzed the education rights and specific implementation of the low income family,English learners,homeless people,ethnic minorities and so on in the American Recovery and the Reinvestment Act of2009,A Blueprint for Reform,and the Every Student Succeeds Act.Finally,from themicro level,we analyzed the main characteristics and effect of the Obama Administration's vulnerable groups education policy.And form the two aspects of positive and insufficient,we evaluated the Obama Administration's vulnerable groups education policy.Studying the Obama Administration's vulnerable groups education policy,we can find that the Obama administration through education financial allocation and balanced allocation of educational resources and so on,which not only promoted the development of education for disadvantaged groups in the United States,but also inspired American insightful people to invest in education for disadvantaged groups.Of course,its government's education policy is also inadequate.Due to the political culture in the United States,the implementation of the bill is difficult to implement and the implementation time of the policy is short.However,on the whole,the Obama administration's determination to reform education and new measures to advocate education equity have brought about a resurgence in education in the United States,and the education of disadvantaged groups has been prospering.At the same time,by studying the education of the disadvantaged groups in our country,we have given some consideration to the disadvantaged groups in the future and believe that we must continue to clarify that the government promotes the dominant position of education for disadvantaged groups.We must also take fairness as the guide to establish a financial input system for education for disadvantaged groups and expand education.Balanced benefit range,constantly updating the educational concept of vulnerable groups.
