Elite decision-making model is a decision-making model involving an analysis on elite group's behaviors about implementing the optimal program of actions for intended targets based on research perspective on this group,such group was formed by collection of individuals with superior knowledge,morality and prestige who were elected or selected in various fields as the representative of concentrated power execution in corresponding field.The types and natures of elite group of U.S.involve political,economic and educational and other fields.The education decision-making of U.S.also frequently demonstrated the decision-making process of elite group for making,implementation and feedback,therefore,such elite decision-making model of education was also relatively complete.By using means of literatures,comparisons and cases,based on collating and elaborating the relevant theories of elite decision-making and combined with the truth of U.S.education elite decision-making,this thesis constructs a detailed decision-making model of educational elites,and analyzes and concludes the elements,operation process and related cases of such model.Based on analysis on education policy of U.S.on perspective of elite decision-making,the understanding on advantages and disadvantages of educational decision-making process of U.S.can be deepened,in addition,experiences and references can also be provided for the improvement and perfection of education decision-making in China.This study is mainly composed of four parts.Starting from the common problems,on the basis of elucidating the theories of elite decision-making,this paper analyzes the process of elite decision-making and constructs a general policy analysis model of education elite decision-making;then based on studies on individuality and focusing on education,a three-dimensional analysis on U.S.education elite decision-making model is made on levels of participation and operation of elite decision-making;subsequently,by using education elite decision-making model and on perspective of elite decision-making,specific case analysis is conducted for elite decision-making model of education in U.S.;finally,the advantages and disadvantages of the U.S.education elite decision-making model are summarized,and based on such summary the relevant enlightenment and reference for improvement and perfection of China's education elite decision-making are provided.By using means of literatures,comparisons and caseanalysis,based on collating and elaborating the relevant theories of elite decision-making and focusing on comparative analysis on literatures,this thesis sophisticatedly analyzes and concludes the theories and operation mechanism of elite decision-making model in fields of politics,economics and pedagogy.By selecting "National Defense Education Act"(an act with important historical significance in U.S.)as an individual case,a general analysis model of education elite decision-making is used for specific analysis of this case to grasp the essential attributes of education elite decision model of U.S.,thereby strengthening the practical value of this study and providing theoretical and practical references for rationalization of China's education policies and scientification of China's education decision-making.
