Because our country occupation training starts late,the supply of skilled workers is inadequate,especially the shortage of high skilled talents,it is hard to respond to the transformation of the current local economic structure upgrading trend actively. At the same time,there are lot of problems of population,such as a large number of surplus rural labor transfer to cities,unemployment population in towns, the massive new workforce,and so on. It is urgent for the government to solve these problems by macro-control,micro management and market regulation ways. However, the social economy environment is complex, dynamic and changeable, and resources of management department are extremely limited,it is urgent to deal with the arduous task of public service occupation training. This paper is mainly on the basis of the network governance theory, studied the importance,necessity and feasibility of the construction of local occupation training public service governance network,from theory and microscopic layer.In the face of take Zhabei District of Shanghai city as a case,this paper analyzes the present situation of local occupation training public services from the management main body,training institutions and training units,training professional structure,the categories,cultural degree and distribution of age and sex of the occupation- trained population, and so on. The paper summarizes the shortcomings of existing local occupation training work:there is a big gap between the demand of labor force in the region from the ability of occupation training public service providing; to some extent the market mechanism appears “market failure” phenomenon; occupation training has not been closed to regional economic transformation; and the staff skills training of enterprises has not been fully launched.This paper uses the network governance theory,and points out the defects of the public management mode of occupation training,from the governance subject deletion,absence of government,training institutions profit tendency and its limited ability, the social responsibility of the enterprise,and the lack of awareness and safeguarding ability of citizens. It tells the responsibilities of the government departments,training institutions,enterprises, citizens and social organizations as the main roles in network of local occupation training public service. Aiming at the existing defect of local occupation training mode of public management,this paper introduces the practices of foreign countries, and puts forward the advices and strategies to construct the comprehensive public service platform of local occupation training. And the paper also explores the structure model for the ideal local occupation training public service governance network,and presents relevant suggestions on establishing cooperation and coordination mechanism,a diversified investment mechanism,incentive and restrict mechanism,and the mechanism of information transmission.The study of this paper helps to improve the local occupation training of public service efficiency,benefit and equity inspiration,also helps to open up the scope of the application of network governance theory,and helps to enriches the research scope of occupation training theory. At the same time it will help to provide beneficial reference for the practical work of Zhabei District occupation training and promote regional occupation training performance of public services. It will also help to improve the quality and the structure of workers and provide talent support for regional industrial economic development transformation.
