The important symbol of national revitalization is the revitalization of the education. Talents is the key and education is the foundation, both of which are basic and dynamic for the continued prosperity and sustainable development of the country. Professional quality of teachers is the key factor affecting the development of education. The level of teachers’ professional quality is an important factor affecting the quality of training and development of students. Teachers are the main constituencies of education, the level quality of teachers is the guarantee to the scientific development of education prerequisite. Junior high school teachers is an important part of basic education. The majority of junior high school teacher is facing enormous challenges in the face of the new curriculum. Our country need to establish a teachers team with high level of professional quality to adapt to the needs of education reform and better cope with the challenges. Based on China’s basic education curriculum reform and Teacher Certification reform, in order to understand the current junior high school biology teachers’ professional quality of developing regions of capital city, the professional quality of our junior high school biology teachers in Guiyang were investigated. The results will help the promotion of full implementation of junior high quality education and the training of students scientific literacy.A total of 75 biology teachers and 800 students of junior high school in Nanming district and Yunyan district of Guiyang City were tested by using the random sampling questionnaires method. We got the current situation of the biology teachers’ professional quality by statistic analysis. The results show that these teachers have major basic knowledge of biology, but lack of nature associated knowledge, teaching and scientific research ability and experimental ability, as well as the adaption to the modern education teaching and technology abilities. Their continuous learning also lead to our concern. Combined to the investigation of students, biology teachers are expected to have plenty of domain knowledge, broad knowledge of related discipline, skilled experiment ability and humorous language. At last, we recommend some improvement suggestions for those problems.By consulting relevant research literature and compared with the research of the quality of teachers conducted by the University of Wisconsin, a professional quality evaluation system of Junior High School teachers of Guiyang City are proposed. This evaluation system composed of four aspects, such as teaching ability, practical ability continuous learning and the basic situation of teachers. The system could lay the foundation of a scientific system for judging the professional quality of teachers and provide direct basis for establishment of teachers’ professional quality assessment tools. This system will also contribute to the "Guopei Project" and the establishment of a high-quality team of the biology teachers of Guizhou.
