A Research On Management Of Science Research Fundof S University

In recent years,university research funding corruption cases were exposed very frequently, which made a tremendous loss to our country,that is deeply distressing.July 6,2014,the Central twelfth special inspection teams stated to investigate Fudan University.It is said that Fudan University research fund management confusion and irregularities is extremely prominent.As one of China’s top universities,Fudan University,take the responsibility for the country to cultivate the best talent and the introduction of advanced scientific research,but also has so many flaws in the management of research funding.In fact,the vulnerability of research funding management exist extensively in the majority of universities.Due to the differences of geographical distribution and access to resources,the research fund management problems are not the same.In order to figure out the real situation of research funding management of S University, investigating and surveying the FD、AD and SD of S University is really needed.In this paper,the analyzing methods of S University combined theory with case.Le arning the relative conceptions,carding the law and regulations,figuring out the reasons,will prepare for the next step.After imitating the advantages of foreign universities,the advices for the management of S University research funding will be provided.We find,the main problems of research funding management of S University is unreasonable budgeting,lack of supervision,etc.The origin of these problems is unreasonable budget mana--gement,funding and project management out of control,lack of supervision and performance evaluation and incentives.At the same time,the foreign experience is worth learning.This paper argues that we need to take measures to optimize the management of S University research funding and use research fund of S University more efficient,such as:making budgeting regular,budgeting universal rules,solving the reimbursement difficult issue properly;establishing service management agencies,creating a pleasant working environment for researchers;exploring performance evaluation and incentive systems to stimulate the enthusiasm of researchers; improving audit and supervision in order to purified researchers working environment and atmosphere and so on.
