A Research On The Utilization Model Of Foreign Fund In Higher Education

With the background of higher education recruitment expansion, the development of higher education can not just depend on the government funding. Lack of education fund come to be a key problem for the development of higher education, and how to develop new approaches of funding has already been on the agenda of higher education schools. After resumption of China's membership in World Bank, the first loan project was for university development, which was the first project concerning foreign fund employed by China's education system and went smoothly. Therefore, a scientific and reasonable use of foreign fund is one of effective ways to solve education expenditure difficulty. To that end, it is very meaningful to do research on the situations and models of using foreign fund in China's higher education, which may improve the development and quality of China's higher education.Based on the research background of using foreign fund in China's higher education and the status quo of that both in China and abroad, this paper introduces the relevant theories as the theoretical framework of the paper. Take Heilongjiang Province as example, the paper analyzes the current situations, problems and risks of using foreign fund for higher education, putting the focus on the problems. Through the comparison of higher education financing between China and foreign countries, the paper summarizes the suggestions for China's higher education development and examines the model of higher education financing in China, the latter is based on the research of Cooperation Education between China and foreign countries practiced in Heilongjiang Province.The paper finally points out the countermeasures and tendency of using foreign fund to development higher education from the perspectives of government and higher education schools. Using foreign fund to develop China's higher education becomes a necessary and must option for the development of higher education and internationalized personnel, the higher education reform, and the sustainable and healthy development of higher education.
