The city is a complex economic system, under certain conditions, different resources can get established input-output,because of differences in population, land and capital allocation, input-output efficiency varies in different. All along, the city is an important part of the input-output efficiency of urban geography, regional economics and economic geography studies. A city should be in pursuit of high efficiency of urbanization development as the goal, with the least investment premise to obtain the best output efficiency to full play of urban economic radiation leading role, realize the economy healthy, stable and orderly development. In recent years, more emphasis on the new urbanization strategy of state and highlights the importance of improving the quality of urbanization and urban efficiency. The eighteenth big report put forward reasonable regulation and control of urban population size, medium cities and small towns and scientific layout of urban agglomerations, achieve the best urban development benefits. Input-output efficiency of city as a city urbanization development strategy important decision basis, but also has long been the focus of academic research, but in the context of the study area, mostly concentrated in Henan, Jiangsu, and central and eastern regions, such as Tianjin and the study of input-output efficiency of urban development in Xinjiang is still blank. Based on input-output perspective, to build a set of suitable for evaluation of Xinjiang towns input-output efficiency index system, use of Deap2.1 software calculates the 2001, 2006 and 2012 town of input-output efficiency of 87 counties and cities in Xinjiang, andregional perspective analysis the urban development, urban group in the present situation of the input and output efficiency characteristics, points to the opposite sex and scale of time and space are rated the opposite sex. The results showed that:(1) The scale of urban development in Xinjiang efficiency is relatively high, the comprehensive technical efficiency is much lower than the other area, the pure technical efficiency is low, that lead to comprehensive technical efficiency and the national, the northwest region, and the main reason for the Xinjiang region inside appear obvious difference.(2) There are significant regional differences in the efficiency of the urban development, the development of efficient urban northern and eastern Xinjiang region was significantly higher than the southern border.(3) The group of urban scale efficiency is higher than individual towns, but overall technical efficiency polarizing effect is more significant, larger or the development of a better group of higher efficiencies of scale and technical efficiency.(4) Non-agricultural population above 500,000 in Xinjiang urban development more efficient, while in the non-agricultural population in the towns of less than 500,000,along with population size reduction of efficiency in its urban development is gradually reduced.(5) The size of towns is the main factor to restrict the efficiency of its comprehensive technical efficiency, especially the scale of non-agricultural population is the most obvious.Based on this, in the process of the future development of urbanization,we should optimize the distribution of the town scale factor, optimum efficiency of mining town scale; Strengthen the radiating and driving play central cities, give full play to its scale agglomeration advantages; Integrate and cultivate the oasis town group, build group development pattern of urban system; Promote the development of regional economic integration, and gradually narrow the regional difference; Moderately expand the scale of small towns, weaken the urban scale for input and output efficiency of inhibition; Integrated use of various scientific and technological innovation resources, strengthen the transforming ability of input and output.
