With the rapid development of higher education in our country,it has been transformed from elite education to mass education,which is responsible for training talents and promoting scientific and technological innovation for the region.Under the background of continuous expansion of urban scale,urban agglomerations have gradually become new economic units.With the support of relevant theories,taking 18 urban agglomerations in China as research units,three time sections of 1999,2009 and 2017 are selected to study the differences of higher education in urban agglomerations in China and their contribution to regional economic growth since the enrollment expansion,so as to lay out the higher education in urban agglomerations and to offer proposal for the new normal development of regional economy.The results show that: 1)There are gradient differences in the development level of higher education in urban agglomerations in China.In terms of both scale and quality,the spatial distribution of national urban agglomerations,regional urban agglomerations and local urban agglomerations is presented.However,in terms of per capita and proportion,some local and regional urban agglomerations rank higher than some national urban agglomerations.2)The spatial structure of the internal scale and quality of each urban agglomeration is obviously centralized distribution.Primate cities are mostly provincial capital cities,municipalities directly under the central government and other economically developed cities.The spatial correlation between cities in urban agglomeration is weak,and the connection is not close enough.3)With the time and the benefit of policy factors,the regional differences in the scale and quality of higher education in urban agglomerations have narrowed.The areas with higher quality of higher education in urban agglomerations have a weak trend of diffusion.4)There are regional differences in the economic effects of higher education in various urban agglomerations.The cultivation of higher education talents in national urban agglomerations with developed economy and high level of science and technology has a good driving effect on the total economic volume.Due to the mode of economic growth and the low proportion of high-level secondary human capital in some local and regional urban agglomerations,the effect of talent cultivation on economic promotion is not obvious.5)There are also regional differences in the economic effects of scientific research and production in Colleges and universities of various urban agglomerations.The economic effects of scientific research and production in urban agglomerations with large scale and strong scientific research force are relatively high,and the scientific research investment in urban agglomerations with low economic growth contribution is often not competitive,and its economic effects are relatively weak.According to the research results,the following suggestions are put forward.Strengthen the communication and cooperation in the field of higher education within the urban agglomerations and the leading role of the central city,enhance the overall higher education comprehensive strength of each urban agglomerations.Rely on government regulation and control,promote the allocation of high-quality higher education resources among regions,and the rationality of the allocation of higher education resources among urban agglomerations in the eastern region,central and western regions.Strengthen the high-quality higher education resources and the transformation of education personnel training and scientific research to promote the development of related industries.Improve the educational level of the employees,and form a positive interaction between higher education and economic growth.
