With the rapid development of chinese higher education, the goal of higher education personnel training has changed a lot, from taught by the prior knowledge to heritage education, and then to the training to adapt to social change comprehensiveness of talent, which not only regarded as the building requirement of socialism, but also the strategy and mission of university. At the same time, this is not only requires universities put a higher demand, but also made the management and evaluation of college more difficult. So, how to highlight the strategy and mission of university teaching, research and service work, and on this basis, the university administration to achieve a comprehensive measure to raise the level of university performance evaluation is an important issue that university management need to solve currently.In the late of 20 th century, Harvard professor Robert Kaplan Balanced Scorecard first proposed this theory, his organizational strategy as a starting point, from a financial, customer, internal processes, learning and growth in four aspects to evaluate organizational performance, longer level strategic targets just driving in the air, but the four dimensions in accordance with the strategic objectives of decomposition and refinement to further set up two in each dimension, the three indicators, so that all levels of personnel in various functions can each dimension find the measure of their own performance, this encouragement, the goal is to achieve quantifiable dimension efforts, increasing the degree executable strategy, to form a more perfect performance evaluation system. Performance evaluation method based on the Balanced Scorecard, has been applied in many fields, and have achieved good results, which is incorporated into the performance evaluation of universities, colleges and universities also make the management level has been further improved.This article first using literature data for performance evaluation and the Balanced Scorecard concept to define and discuss the performance evaluation of the theory, as well as the content and features of BSC, BSC made in college on the basis of performance the necessity of the use of the evaluation, through the a university case studies to evaluate the performance based on the analysis of the current situation on the proposed school performance evaluation problems for the issue of colleges and universities a performance evaluation system based on the balanced scorecard the main right to expert interviews for each dimension index weights were determined, and finally a university performance evaluation system design package, in order to achieve a comprehensive evaluation of school performance.This paper argues that the introduction of the balanced scorecard performance evaluation method which based on social development is needed to adapt in universities, colleges. Universities is an effective tool to achieve the strategy, the use of the balanced scorecard in college may be able to make the community college’s performance objectively measure, get real and effective information in this article, although only a university to build a complete performance evaluation system, but the evaluation method for the future of higher learning to establish and improve the performance evaluation system with a reference value and reference.
