In 1987,China’s first private occupation intermediary service institutions established in Wenzhou,after 20 years of development,the talents intermediary services institutions quantity rapid growth,the quality of the growing refinement,the talents intermediary services industry is in the Wenzhou area of the market economic development plays an important role in the professional services,to solve the contradiction between supply and demand of talent,continuously optimize the allocation of talent resources,formed by the on-site recruitment,recruitment network,talent search as the main content of the talent intermediary service system. In recent years,Wenzhou has introduced new policies,promote the "talent strong city" strategy,in the 2015 government work report,the talent as the primary factor to promote the innovation and development of the economics,set up specialized recruitment agency,to pay close attention to the introduction and cultivation of high level talents with high skills,to further clarify the personnel,core resources in social and economic development of the first resource status.The main talent intermediary service industry as the service personnel,optimize the allocation of talent resources,in the new normal,for Wenzhou to overtake play an important role in development of breakthrough innovation,promoting economic transformation and upgrading. Through analyzing the current situation of Wenzhou talent intermediary service industry exposition,analysis of the development of the causes,combined with the theory of public governance,control of advanced governance model in western countries the talents intermediary services industry,to explore governance Wenzhou talent intermediary service industry of new strategies.This paper chooses Wenzhou city as the study area in this particular,from the background of the times,pointed out the talents intermediary services industry in promoting personnel exchanges and development,realize the supply and demand of talents intermediary and human resources development, strengthen bilateral coordination role of enterprise human resource management etc. Through analyzing the development status of Wenzhou city talent intermediary service industry,pointed out in its industry organization less autonomy,industry organizations subject position of inequality,The degree of market competition is low,the existence of industry services lack of features and other aspects of the problem. Cause considerable problems detailed analysis of students,comparison of Germany, France, Britain, American etc. four western developed countries the talents intermediary services industry management mode, learn from the advanced management experience,for example, to create a good environment for development of the industry, focus on the construction of the rule of law, rely on the industry association and the balance of management and public welfare service.In the above context,based on the practical situation of Wenzhou market economy development,from the view of public governance theory,concluded that the strengthening the government’s "meta governance role", establishment of autonomous public governance system, strengthening the market competition mechanism and the overall public service and for-profit business four dilemma countermeasures. Hope that through the effective implementation of control measures,realizing reasonable allocation of talent resources,so as to promote Wenzhou’s "talent strong city" has important realistic significance in strategy and promote a new round of economic development in Wenzhou.
