At present, China is in a period of social transformation. In this transition period,various contradictions in the Chinese society have become extremely tense, the contradiction between man and man, man and society are becoming increasingly prominent. In the face of such situation, every Chinese citizen should assume their responsibilities, college students as the motherland future and hope, undertakes the important task of socialist modernization construction, then for Chinese college students who were the sense of civic responsibility education, cultivate their sense of national, ethnic and social responsibility is particularly necessary. College Students’ civic responsibility consciousness mainly refers to the responsibility of being a college student to the individual, the society, the country and the world. It is important to cultivate the students’ responsibility consciousness to realize the comprehensive development of college students, and to build a harmonious society and realize the great rejuvenation of the Chinese nation. However, due to the lack of civic culture, the current college students in primary school, junior high school stage have not received a comprehensive system of civic education. Therefore, it is necessary to carry out the socialist civic education, especially the civic responsibility education, for the students who are going to enter the society.The core of this paper is the current situation of civic responsibility education in American University and the reference to China. American citizenship education has always been at the forefront of the world, in recent years, they have begun to focus on College Students’ civic responsibility education, and has formed a characteristic of their own experience. This paper in the domestic and foreign literature are based on the summary of the, using literature analysis method, comparative research method and empirical research method and so on, first system combing the five stages of the development of American citizens for responsibility education respectively independent war period, unification period, development period, the modernization period, and Contemporary civic responsibility education content, and introduces the American University in the three core elements of civic responsibility education respectively, patriotism education, legal education and political participation in education. Then it focuses on the American university to cultivate college students civic responsibility of three kinds of commonly used method is carried out including general education, the top stone course, a wide variety of courses, community service learning, promoting action of civic responsibility and auxiliary religious hidden power.In finally, the paper summarizes the American University of civic responsibilityeducation can achieve results and give the University in our country in three implication of civic responsibility education, that is, to establish a multi stakeholder involvement in the perfect civil responsibility education system, schools should use a variety of methods and in practice to enhance college students civic responsibility sense and to carry forward the traditional culture construction of college students civic responsibility education with Chinese characteristics.In conclusion the research of American University civic responsibility education,so that we can have a correct and comprehensive understanding on how to carry out the education of civic responsibility, is advantageous to our university to explore the characteristics of University civic responsibility education. So as to provide a powerful ideological weapon for the socialist civic education in our country.
