Research On Financial Security Of The Public Service For Elite Sports

Improving public sports service system is the requirement to establish and perfect the basis system of public sports service, either the goal of the Sports powerful nation. Elite sports is the most charming part of sports. At present, the academia almost always equates “public sports service” with “national fitness public service”, and separates the elite sports from public service. This paper uses the method of literature and mathematical statistics method. First of all, the paper introduces the definition and content of public service and public service for sports, and three theoretical bases of elite sports will be included in system of public sports service. Then combines with the definition of elite sports, defines the basic connotation and extension of public service for sports, points out the problems and causes of the public service for elite sports of China at the present stage. On this basis, the paper puts forward financial security strategy for the effective supply of public service in our country, and the main conclusions are as following:Firstly, public service for elite sports is the general name of a series of sport products and services provided by government-led public sectors to achieve the public interests of elite sports and help athletes break through their sport latent energy. Public service for elite sports mainly includes: in a wide range of radiation International(domestic) Sport and match game wins the gold medal to the possibility of large projects, or far-reaching but found no bonus of international sports competitions, sports reserve talents and training, can not bring profit all service training, bid and prepare all kinds of large-scale sports competition, for the athletes and coaches provide basic security and retirement security, athletic sports science research, relates to the sustainable development of competitive sports in the sports affairs and sports industry style building, etc.Secondly, at present, there are many problems in public service for elite sports finance investments: financial investment regional imbalance, in the absence of sports scientific research expenditure and non Olympic sports, reserve talents training and athlete retirement security aspects, the low financial input- output efficiency,the lottery public welfare fund of sports public service guarantee smaller intensity.Thirdly, the financial reasons for the unreasonable public service supply for elite sports are: insufficient financial input in sports, money still is given priority to with funding sources of the single, basic spending too much money from development undertakings of physical culture and sports, the investment structure of the elite sports is unreasonable, finance rights and powers between all levels governments don’t match, lacing of perfect tax law and financial supervision mechanism is also a challenge.Fourthly, in order to promote the supply of public services for elite sports and make the public interest of elite sports come true, we can take the following measures to promote the sports reasonable and legitimate use of fiscal funds: increasing financial investment; ramming athletics sports reserve personnel training and retired athlete insurance foundation; making sure the investment direction and innovating investment ways, insisting on the principle of maximum benefit and fairness, encouraging sports scientific research and technology, dividing the governance and strengthen the sports system of financial supervision reasonably.
