At present, with the accelerating change of the pattern in the world’s political, economic and cultural, various countries focus on the training of qualified citizens in order to meet the challenges and requirements of the world’s rapid development. In the above background, we need to strengthen the cultivation of social citizens according to the new situation and the new normal requirements.This thesis takes an empirical investigation of the method. Firstly, it takes the six primary schools of three different regions in Penglai as an example; consist of the city, the suburban and the rural areas. The object of investigation is a random sample of 330 students, issuing questionnaires. Secondly, we selected six teachers from the six schools to interview about the special content. Thirdly, we selected twelve parents randomly from the above school, with an outline of the conversation respectively. Based on the survey and interview of the three kinds of different people, using the data of the collection and the consequence of the interview, the paper tires to make a comprehensive summary of the present situation of the students’ civic awareness in Penglai, which to lay the foundation for the next research.After understanding the status, through in-depth analysis and system summary, this paper summed up the existing problems of primary school students’ civic consciousness, that is, the light of the role consciousness, the lack of the legal awareness, the lack of democratic participation and public morality consciousness of the four aspects. It analyzed the cause of the problem from the four aspects, such as the individual, family, school, social. In personal terms, it abstracted mainly by the physical and mental development characteristics of primary school students, such as the smaller age, the less experience, which leading to the spontaneous formation of their civic awareness. It still impacts by family and social. In the family, the main causes are the parents offset behavior and one-sided family education, which leading “the first class”—the lack of the family education. In the school, in addition to the competent authorities to pay attention to insufficient and full-time education, the key reason lies in the lack of educational content, education curriculum setting system and so on. In the social, political and culture’s influence is more prominent.Based on the analysis of the above problems and causes, the paper puts forward the countermeasures and suggestions of improving the students’ civic consciousness, which mainly from the four levels, such as the government, the family, the school and the social. In the government, with the development of social and the level of the physical and mental development of pupils, it is significant to develop the practical education objectives. In the family, the important starting point is how to strengthen the behavior of parents and strengthen family activities to participate in. In the school, you can through the development of practical training objectives, such as equipping with a system of professional teacher, building targeted teaching content, using more training approach and the innovative ways of the combining education. Among them, we can take other courses, such as combined with the extracurricular activities, create the school atmosphere and campus environment, such as experience, interactive, stage and penetration. It is a new method to improve the awareness of primary school students. In the social, we can build the environment by using the new media and the education base, so that the students get the promotion of the civic awareness in the meaningful and interesting scene.To sum up, this paper mainly aims to explore the countermeasures to cultivate and enhance the awareness of students, especially in practical teaching, to integrate and create educational methods, improve the standard and participation of civil behavior, and cultivate them into a modern citizen with high quality.
