Research On Establishing Graduates Unemployment Insurance System

In 2003, with first batch of undergraduate from school expanding enrollment in 1999 setting feet in society, the employment situation of graduate becomes more outstanding. The pressure of employment begins more serious and the employment rate is always low. The stubborn employment problem attracts more people’s attention. The unemployment is out come of market economy. But in China, we have not found a kind of graduate insurance to protect their rights and benefits. In the case of the unemployment of college graduates becoming serious and the lack of unemployment insurance for college graduates, there are quite a few experts and scholars have put forward the need for unemployed college graduates’ insurance system, but so far no cases of successful implementation. In order to solve this problem radically, we can build up a college graduate unemployment insurance system paid by colleges which combine university teaching quality with unemployment insurance. This paper argues that establishing the graduate unemployment insurance system paid by colleges is beneficial to promote the improvement of quality of talent cultivation in colleges, and can reduce the pressure and burden of graduate unemployment governance, at the same time, setting up this system has its feasibility of the policy and the feasibility of the source of funds. Besides, the framework of graduate unemployment insurance system is designed in this paper.There are six parts in the thesis. The first part is forward. It includes the setting and significance about building up a graduate unemployment insurance paid by college, the study trends about graduate unemployment and graduate unemployment insurance, the research methods, framework as well as innovation and weaknesses in the paper; The second part focuses on defining the objects contributor and graduate unemployed and introducing theoretical foundation. This part is the basis of the following; The key chapters of this paper is the third part, the fourth part and the fifth part. The third part and the fourth part analyze the necessity and feasibility of setting up graduate unemployment insurance paid by college respectively. The analysis of necessity contains four aspects. There is the grim situation of graduate employment, the responsibility of college, promoting the reform of the teaching system and the impact of graduate unemployment to economy and society; The analysis of feasibility contains three aspects. There is the support of national policy,college funding base and the development course of the unemployment insurance system in our country providing valuable experience. With reference to the existing unemployment insurance system in our country, the fifth part is the design of the graduate unemployment insurance paid by college; The last part is conclusion and prospect. In this I’ll summary writing and draw conclusions as well as put forward expectations on our country and individual.Graduate unemployment insurance is a new thing and insurance paid by college is unprecedented. There may be some questions when we set up and act it. So we must also give more think about the run environment, run style, bad influence and take good actions to solve the negative problems and ensure the setting, grandness of graduate unemployment insurance.
