As everyday dining occasions, dining halls of universities and colleges have stable cro wds of customers and a variety of needs and the food safety directly links to the diners’ heal th even lives. The safety of dining halls mainly represent the safety of food. The core of foo d safety supervision is the prevention ahead of the accidents and the core of prevention is to prevent from food poisoning. Just like the master of management, Peter Ludeck, said’ if yo u cannot evaluate. You cannot manage. The functions of safety evaluation are beneficial to resolve the hidden safety problems from the root, improve the abilities of preventing accide nts entirely and increase the efficiency of safety management.By the development of universities and colleges’ logistics service reform of socializati on, the competition in the industry of dining halls shows chaotic, the people who work in th e industry are a motley crowd and the managements of enterprises are not optimistic, so tha t the poisoning incidents of teachers and students appear frequently. Under such circumstan ces, combining the present situation of food safety management of universities and colleges ’dining halls, this paper discusses the importance and necessities of safety supervision, ana lyzes its shortages, put up relevant hypothesis on basic quotas of constructing the evaluatio n system of dining halls’ food safety supervision and makes use of examples to analyze. Thr ough questionnaire design, questionnaire survey, and retrieving, the relevant date is collecte d and I use measuring software to analyze and prove the hypothesis. It is meaningful in reg ularizing dining halls’ management, improving the quality of service and strengthening the overall construction of universities and colleges and so on.This paper, combining the theories and practices, makes research on the relationship b etween dining halls’ management and food safety and put up advices on optimizing the syst em of supervision, clearing the informing system, perfecting the rewarding system, launchi ng punishing activities of special items and enlarging the supervision. In the paper, it’s very realistically meaningful to comb the shortages in safety supervision management, further cl arify the evaluating quotas of safety supervision, quantify the evaluation of safety supervisi on, offer the theory basis for the management of dining halls of universities and colleges an d offer the basic standard for food safety supervision.
