Research On The Scientific Literacy Of Peasants Under The Perspective Of New Urbanization In Liaoning Province

The new urbanization is the grand strategy of China’s modernization construction, which becomes the focus of all walks in life after the party’s eighteenth meeting. This process will inevitably involve citizenization of peasants, quality of urbanization, innovation driven development and a series of problems, and the solution has critical links for peasants’ scientific quality. In 2006, Civic Scientific Literacy Action Plan Outline 2006-2010-2020 which was issued by the state council, it proposed to improve the universal scientific quality by driving key crowd scientific literacy action. Farmers will be one of four types of focus groups in the construction of citizens scientific quality. Therefore, researching the construction of peasants’ scientific quality is necessary in the new urbanization perspective, and it has important strategic significance.Firstly, this paper started with the basic theory of scientific quality and the new urbanization, it analyzed the requirements of the new urbanization strategy for the farmers, expounded the important significance of the construction of scientific quality of the peasants. Secondly, according to Chinese Citizens Scientific Quality Standards Draft and the requirements of new urbanization for the construction of the scientific quality of the peasants, this paper designed the questionnaire, and investigated and concluded that the basic condition of the peasants’ scientific quality in Liaoning Province. And it further analyzed the existing problems and causes. Finally, based on the existing problems and combined with the actual situation of Liaoning Province, this paper put forward corresponding suggestions by draw lessons from domestic and foreign experience of the construction of the scientific quality of peasants. Specific including: speed up the establishment of a new type of urbanization- improve the system of the integration of urban and rural development, and strengthen the construction of rural infrastructure; vigorously develop the rural educationperfect the hardware construction of the rural education, increase the diversity of the rural education investment, and combine the phased education and lifelong education; provide adequate security conditions in law, policy and funding; strengthen science and technology-guarantee the system of science work, flourish the science creation, increase the intensity of science propaganda, and strengthen the construction of new media science communication ability.
