Study On The Effect And Influential Factors Of Support Policies Of New Professional Farmers

Farmers are the subject of new countryside construction, how to cultivate a new occupation government and farmers are issues of great concern in the community, cultivating new professional farmers has become an important factor affecting the development of the national economy. In the "No.1 document" of central government of 2012,governments explicitly proposed to vigorously cultivating new professional farmers, then further emphasized the need to accelerate the construction of new agricultural management system, strengthen agricultural vocational education and training during three consecutive years. Cultivating new professional farmers is not only becoming the inevitable choice of " who’s farming, how farming", but also the urgently require to promote agricultural modernization and new urbanization construction. Chengdu as one of the new professional farmers national pilot counties, has a representative in the cultivation of new professional farmers, and the burden for the country to explore how to cultivate a new occupation farmer responsibility. From environmental, institutional and policy levels to guide and support the development of new professional farmers, improving their overall quality from production skills and management capacity, this is benefit to promote the rapid formation of modern agricultural production and management, attractive and leave number of high overall quality and production ability of the agricultural business successors engaged in agricultural production and management, to achieve the sustainable development of countryside and agriculture, and solve the effective supply of grain and other agricultural products fundamentally. Therefore, this paper has the case study on the first pilot area of Chongzhou, Jintang, Pujiang and focuses on the status quo, the effect of supportive policies, problems and factors of new professional farmers cultivated, in order to provide practical and theoretical support for the further improvement of the new professional farmers cultivated.This paper use the human capital theory and relevant theoretical knowledge, on the deeply investigated of farmers’ cultivating in Chengdu, this paper analyze the basic situation of farmers’ cultivating from cultivating object, cultivating subject, cultivating content and cultivating methods, and combing the main policy measures to support the development of new professional farmers. Comprehensively evaluate the effects of support policies of Chengdu new professional farmers in using AHP and fuzzy comprehensive evaluation, to find the major problems, and empirically analyzing and discussing the effective factors of supporting policies of new professional farmers’ cultivating in the use of multiple regression analysis. Based on the results of theoretical analysis and empirical analysis, from policy implementation body, the object of policy implementation, policy implementation environment to build a new system of professional farmers’cultivating support policies related countermeasures and suggestions.Through above research, this paper figures out following conclusions:(1) Chengdu new professional farmers cultivating is a project of government-led, fostering agencies implementation, and fostering agricultural professional managers as main goal, whose inspection way and cultivating system are perfect. Cultivating contents are combined closely with training materials; cultivating way is nurturing learning theory and base visits combining with practice.(2) The support policies of Chengdu new professional farmers cultivating are industrial support policies, technology support policies, social security subsidies, business support policies and financial support policies. All of these policies, social security subsidies, industrial support policies can meet the demand of famers, and get a better evaluation. But financial support policies, technology support policies and business support policies are poor evaluation, which need to further improve the propaganda way, support, training funds, regulatory system.(3) Through the multivariate ordinal logistic regression analysis found:farmers think that the new professional farmers support policies is moderate. The Intermediate variable of industrial policy support, technology support policies, social security subsidies, business support policy and financial support policies have a direct impact on farmers’ satisfaction. The initial variable of education level, total family size, agricultural infrastructure, agricultural scale agricultural science and technology have a direct impact on farmers’ satisfaction; the initial variable of the number of migrant workers, agricultural income proportion, the propaganda way and efforts of support policies have an indirect impact on farmers’ satisfaction.Through analysis, we put forward suggestions from the policy implementation body, the object of the policy and the policy implementation environment to support the new professional farmers cultivating. These include:firstly, Strengthen policy implementation body acts, including paying close attention to famers’ demand; enriching propaganda way; expanding sources of funds; fostering the establishment of the regulatory system. secondly, improve policy implementation object, we should strengthen basic education in rural areas, and encourage the degree education; Thirdly, optimizing the environment to support the implementation of the policy must be to strengthen rural infrastructure, raise the level of agricultural scale and optimize the financial environment.
