The key to the implementation of the Rural Revitalization Strategy is to cultivate a new professional farmer team with "culture,technology,operating capacity and management ability".As a basic work of building a high-quality new professional farmer team,effect evaluation is a necessary part of vocational training.To evaluate the new professional farmers’ training effect is not only a reference for governments to allocate resources effectively,but also a basis for training institutions to optimize training programs,and an effective way to improve the quality of training.In order to measure new professional farmers’ training effect,this study takes Jiangsu as an example,uses qualitative and quantitative research methods such as questionnaires,interviews and expert consultation to address the following questions: How should the training effect of new professional farmers be measured? What is the effect of training for new professional farmers? What factors affect the training effect of new professional farmers? How to improve the new professional farmers’ training effect?The development of evaluation criteria for the new professional farmers’ training effect is the starting point of this study.Based on the objective orientation of the "natural" level of new professional farmers’ training and the evaluation status of the "real" level,this study proposes that the ideal standard for measuring the new professional farmers’ training effect is a benefit-oriented multi-indicator system.In order to develop evaluation criteria for the new professional farmers’ training effect,this study initially constructed an evaluation index system for the new professional farmers’ training effect based on Knowles’ adult pedagogy theory and hierarchical evaluation model through literature research,qualitative interview coding and expert consultation.Then,a self-constructed questionnaire was used to collect data,and the index system was revised through item analysis,factor analysis and reliability test,and formed a "New Professional Farmer Training Effectiveness Questionnaire" with high reliability and validity.Next,the index system was assigned weights through hierarchical analysis.Finally,the evaluation index system of new professional farmers’ training effect consists of three primary indicators such as training satisfaction,professional literacy development and training effectiveness spillover and twelve secondary indexes.Based on the questionnaire,conducted a questionnaire survey on 861production-oriented new professional farmers who had participated in training in Jiangsu Province using a random sampling method.It is found that the overall effect of training for production-oriented new professional farmers was good,but with gradients and individual differences.Specifically,the best effect of training on the degree of professional literacy development and the worst effect of training on the degree of effectiveness spillover are shown.In terms of individual basic characteristics,education level is significantly and positively correlated with the new professional farmers’ training effect;women are significantly more satisfied with training than men;the new professional farmers’ training effect tends to weaken with increasing age.In terms of individual identity characteristics,the training effect of new professional farmers with vocational qualifications is significantly better than that of farmers without vocational qualifications;the driving radiation effect of training new professional farmers who are village cadres or party members is significantly better than that of ordinary farmers.In terms of individual experience,the number of training is positively correlated with the new professional farmers’ training effect;the training effect is best for farmers with working experience and those who have been in agriculture for "4-6" years.In terms of individual business characteristics,farmers in northern Jiangsu are significantly more satisfied with the training teachers and tracking than other regions;the training has the worst effect on the professional behavior change and radiation benefits of large professional farmers.In order to explore the factors affecting the new professional farmers’ training effect at different levels,this study developed an analysis framework of the factors of the new professional farmers’ training effect based on the perspective of training migration,conducted an in-depth qualitative interviews with 31 training subjects at different levels.It was found that the factors influencing the new professional farmers’ training effect consisted of three primary dimensions such as policy,training and farmers and nine secondary dimensions.Among them,the influence of policy factors is mainly reflected in "training satisfaction" and "training effectiveness spillover" degrees;the influence of training factors is mainly reflected in "training satisfaction" "professional literacy development" and "training effectiveness spillover" degrees;the influence of individual factors is mainly reflected in "professional literacy development" and "training effectiveness spillover" degrees.In order to improve the new professional farmers’ training effect,this study proposes to establish a systematic support system of "top-level design-organizational management-program innovation".The top-level design includes:establishing a diversified training market,improving training resource guarantee mechanism,sound policy support and optimizing program design;the organizational management level includes: formulating a detailed trainee selection mechanism,improving information management system and constructing comprehensive scientific evaluation standards;the design and implementation of implementation programs includes: training program design based on demand research and analysis before training,training supply implementation based on adult learning characteristics during training and post-training training based on individual and diversified needs.The main values of this study are: first,based on the goal orientation,the evaluation criteria for the new professional farmers’ training effect were developed.Second,the new professional farmers’ training effect were measured.Third,based on an extensive questionnaire survey combined with in-depth interviews,the composition of factors influencing the new professional farmers’ training effect was formed.Fourth,based on the current situation of training effects and influencing factors,a systematic support system for the enhancement the new vocational farmers’ training effects was proposed.
