In the internet information age of multiparty politics, economic globalization, social transformation, culture diversity, the idea characteristic, thought methods,value orientation and behaviors of the students shows a new tendency of diversity. Colleges counselors sticks to the forefront of the ideological and political education for the students, therefore, it is very important to bring out a ideological qualified counselors team. At present, there are more 120 thousand full time college counselors in our country and they have been an important part of teaching staff in universities and colleges.Therefore, to reinforce and improve the performance appraisal of the counselors has been a very important subject to study.This paper, by introducing performance appraisal theory in human resources management, based on discussion, survey and literature researches, uses 360- degree evaluation method, Delphi method, key performance index method, target management assessment method, etc, makes an analysis on the problems of combination shortage of quality and quantity under single variety of method; complicated common indexes without characteristic; the absence of the main body and the arbitrary assessment of the implementation; too much forms and the neglect of daily evaluation; the shortage of rewarding and punitive methods and so on in XT vocational college, indicating that the above problems are caused by insufficient attention from the relevant department, the unscientific set of indexes, the non-standardized design and procedure of evaluation and the motivation shortage of evaluation results. Through research and optimization in both theoretical and practical framework, this paper establishes an index system of counselors performance appraisal in XT vocational college, with the principle of“emphasizing the important contents based on key commons, simplifying in methods based on quantitative assessment, dynamic coherence in routine check-ups, implement the forming force based on department assessments and a long term effects based on rewards and punishment.”This paper consists of 7 sections, mainly introduces the subject background information, research purpose, the current research situation both in domestic and abroad,the research content, methods and innovations; the performance appraisal and its basic theories, a brief introduction of advanced vocational education and its counselors current performance appraisal situation; XT vocational college and its students management system, the basic information of the counselors in this college, administration system and check-up situation; the questionnaire questionnaire survey, the existing problems and therelevant reasons analysis; the basic idea, the whole frame and the revised indexes of improving the performance appraisal index system of the counselors in colleges; the guarantee system to promote the execution of the performance appraisal system. At the end of the paper, there is a summary of the whole article which introduces the result of the research.This article is based on author’s personal career experience over 10 years and the author’s deeper understanding and thinking of career development of college counselors.There are three main meanings of the paper. Firstly, the paper introduces the performance appraisal theory in human resources management into colleges. Secondly, this paper provides 5 suggestions on the grand design of improving the performance appraisal system. Thirdly, the design of the performance evaluation index system for college counselors not only shows the work requirements, but also a guidance of being professional. The optimized performance evaluation index system for college counselors will not only effectively improve the level of performance appraisal of the counselors and the counselor team construction, but also provide a reference for other advanced vocational colleges.
