With the development of the times, the primary and middle school campus culture in the process of implementation of quality education is a very important role, especially to realize students ’ all-round development, including quality,intelligence, healthy, aesthetic, effort as the goal nowadays the campus culture is quietly affect students all aspects of development,however, the complicated social environment affects the campus culture to a certain extent,especially is affected by has the characteristic of strong local spirit. In this paper, according to study the problems of the implementation of the red flag canal spirit in the primary and secondary schools in terms of campus culture construction, to reveal the place spirit could cooperate in primary and middle school campus culture construction and plays a positive role to promote the long-term development of the school.The introduction part of this study include the question proposed, the research significance, related concepts, research status and research ideas and methods, for the above problems are further described respectively. The first chapter, the birth of the red flag canal spirit, connotation and significance of primary and middle school campus culture construction is discussed in this paper; The second chapter, according to the problem of the implementation of the fusion of the red flag canal spirit at the part of construction of the campus cultural in primary and secondary schools. analysis to find the problem, summed up the main problems: the question of teachers lead goal of theme activity, lack of initiative of teachers and students, school activities sealing ability is strong, has no formed the tripartite cooperation way of school, families and communities in the school campus culture construction, the standards is different according to different age of the students in activities,etc. The third chapter, analyzing the problems of the implementation of the red flag canal spirit in primary and middle school campus culture construction, finding the reason from the schools and education administrative department; The fourth chapter, finding the way insolving the problems in the implementation of the red flag canal spirit in the primary and middle school campus culture construction. To break the bottleneck of the construction of campus culture from the responsibility of the administrative department of education,positioning principals and teachers’ role, developing school-based curriculum, strengthening intercollegiate communication, elaborating the training of teacher and choosing typical school,etc.
