The Research On The College Students’ Entrepreneurial Policies And Implementation

Recently, with the expansion of universities and colleges for years, the number of college graduates has been increasing each year and a huge number of graduates into the employment market. Therefore, the imbalances between the labor supply and demand and increasingly severe situation of graduate employment enable the entrepreneurial activity has gradually been recognized and encouraged. In this case, the government introduced a series of policies to encourage entrepreneurial activity. Employment by entrepreneurship has become a major measure to improve the people’s livelihood and solve the employment difficulty. On the basis of putting central policy into practice, Tianjin has also introduced a variety of preferential policies to encourage the graduates’entrepreneurial activities. There is some realistic and directive significance on studying the contents, effects and implementation of encouraging policies of graduates’entrepreneurial activities in Tianjin.Firstly, this paper focus on the research of college students’entrepreneurial policy, defined relevant entrepreneurial concepts, analyzed the background of college students’entrepreneurial policies, run through the development course of college students’entrepreneurial policies, clarified the contents of college students’entrepreneurial policies from the point of the whole country and the Tianjin city, and admitted the successful effects of college students’ entrepreneurial policies. This paper investigated the entrepreneurial intention of Tianjin college graduates, the entrepreneurial education’s situation of Tianjin colleges and universities, the awareness of college students’entrepreneurial policies, the implementation effectiveness and the problems of related policies through a questionnaire survey, and analyzed the questionnaires results.Secondly, this paper analyzed the problems of entrepreneurial policies from three points:the government, the colleges and universities and the society. From the point of the government, policy establishment is not perfect, the policy propaganda is negative, the implementation of policies is weak and the policies supervision is ineffective. From the point of the colleges and universities, they are short of the importance of entrepreneurial education and relevant teacher strength. From the point of the society, the favorable entrepreneurial atmosphere and entrepreneurial cooperation system has not been formed.Finally, this paper has put forward the improving measures of college students’ entrepreneurial policies. The government needs to improve entrepreneurial policies, strengthen the sense of responsibility of policy executors, make full use of media and communications to publicize entrepreneurial policies, intensify teacher strength of the entrepreneurial education, establish the diverse platform for entrepreneurial education and create the favorable environment for entrepreneurial activities.
