Research On The Influence Mechanism Of “Entrepreneurship And Innovation” Policy To College Students' Entrepreneurial Behavior

The policy of "mass entrepreneurship and innovation" is an important foundation for promoting innovative economic development and a key factor to achieve the goals of innovation and entrepreneurship.Whether the government can scientifically and rationally formulate "mass entrepreneurship and innovation" is also the institutional guarantee to promote the entrepreneurial behavior of college students.According to the theory of planned behavior and organizational learning,the "mass entrepreneurship and innovation" policy has both direct and indirect effects on university entrepreneurship.As for the direct impact,the "mass entrepreneurship and innovation" policy can directly promote the behavior of entrepreneurs by promoting their opportunity identification and resource integration ability.As for the indirect aspect,the policy of "mass entrepreneurship and innovation" can indirectly promote the entrepreneurial behavior of entrepreneurs through entrepreneurship intention and dynamic entrepreneurial ability.On the one hand,the entrepreneurial behavior of entrepreneurs is promoted through entrepreneurial intention.On the other hand,"mass entrepreneurship and innovation" improves the success rate of entrepreneurs' entrepreneurial behavior by improving their dynamic entrepreneurial ability.Therefore,in-depth analysis of the indirect influence of the "mass entrepreneurship and innovation" policy on the entrepreneurial behavior of college students and actual improvement of the rationality,scientific and feasibility of the "mass entrepreneurship and innovation" policy have important theoretical value and practical significance.Based on the innovation and entrepreneurship theory,the planned behavior theory and the three-way interaction theory,this paper divides the "mass entrepreneurship and innovation" policy into three levels: policy tool(supply,environment and demand policy tools),policy object(government,business,social families and individuals)and policy effect(short term,medium term and long term policy effectiveness).Then a conceptual research model of "mass entrepreneurship and innovation" policy,entrepreneurial intention,entrepreneurial dynamic ability and entrepreneurial behavior is established.In addition,the influence mechanism of "mass entrepreneurship and innovation" policy on college students' entrepreneurial behavior is analyzed.The first is to analyze the three pathways of the "mass entrepreneurship and innovation" policy on the entrepreneurial behavior of college students,and focus on the intermediary role of entrepreneurial intention and entrepreneurial dynamic ability.Second,in the process of analyzing the influence of "mass entrepreneurship and innovation" policy on the entrepreneurial behavior of college students,the moderating effect of different entrepreneurship fields(High-tech,e-commerce,processing manufacturing)and entrepreneurship types(adventure type,venture capital fusion type,revolutionary type)is analyzed.Thirdly,it compares and analyzes the heterogeneity of the influencing mechanism of the entrepreneurship of college students in the seed stage and the initial stage,including the policy tool,policy object and policy effect.The research findings show that:First,there are three ways for the "mass entrepreneurship and innovation" policy to influence the entrepreneurial behavior of college students.Path 1: "mass entrepreneurship and innovation" policy,entrepreneurship intention,entrepreneurship behavior;Path 2: "mass entrepreneurship and innovation" policy,entrepreneurship dynamic ability,entrepreneurship behavior;Path 3: "mass entrepreneurship and innovation" policy,entrepreneurship intention,entrepreneurship dynamic ability,entrepreneurship behavior.Among them,entrepreneurial intention and entrepreneurial dynamic ability play a mediating effect respectively.Second,the influence of the "mass entrepreneurship and innovation" policy tool dimension on the entrepreneurial behavior of college students shows that the demand-type "mass entrepreneurship and innovation" policy mainly plays a role on the entrepreneurial behavior of college students through path 1.The supply-type "mass entrepreneurship and innovation" mainly plays a role in college students' entrepreneurial behavior through path 2.The environmental-type "mass entrepreneurship and innovation" policy mainly plays a role in college students' entrepreneurial behavior through path 3.Third,the influence mechanism of the "mass entrepreneurship and innovation" policy object dimension on the entrepreneurial behavior of college students shows that when the policy object is the government,only the policy object,entrepreneurial intention and entrepreneurial behavior play a role.When the policy object is the enterprise,only the policy object,entrepreneurial dynamic ability and entrepreneurial behavior play a role.When the policy object is society,only the policy object,entrepreneurial intention and entrepreneurial behavior play a role.When the policy object is the family,only the policy object,entrepreneurial dynamic ability and entrepreneurial behavior play a role.When the policy object is an individual,the policy object of mass entrepreneurship and innovation has three action paths for entrepreneurial behavior of college students: Path one is: "mass entrepreneurship and innovation" policy,entrepreneurial intention,entrepreneurial behavior;Path two is: "mass entrepreneurship and innovation" policy,entrepreneurship dynamic ability,entrepreneurship behavior;The third path is "mass entrepreneurship and innovation" policy,entrepreneurship intention,entrepreneurship dynamic ability,entrepreneurship behavior.Fourth,the influencing mechanism of the "mass entrepreneurship and innovation" policy effect dimension on college students' entrepreneurial behavior shows that the short-term "mass entrepreneurship and innovation" policy effect is mainly through path 1 to produce effect on college students' entrepreneurial behavior.The effect of "mass entrepreneurship and innovation" policy in the medium term is mainly through path 2 to affect the entrepreneurial behavior of college students.The long-term effect of the "mass entrepreneurship and innovation" policy is mainly due to the effect of path 3 on the college students' entrepreneurial behavior.Fifth,different entrepreneurship types and entrepreneurship fields play a regulating role in the process of "mass entrepreneurship and innovation" affecting the entrepreneurial behavior of college students,and there are significant heterogeneity in the effect degree of different policy tool dimensions,policy object dimensions and policy effectiveness dimensions.Through the above analysis,the purpose is to enrich the connotation of the policy theory of "mass entrepreneurship and innovation",expand the research scope of the planned behavior theory and the three-way interaction theory,and improve the policy of "mass entrepreneurship and innovation" to provide theoretical guidance for the institutional construction of college students' entrepreneurial behavior.At the same time,it provides practical guidance for improving the rationality,scientificity and feasibility of "mass entrepreneurship and innovation" and improving the proportion of entrepreneurial behaviors of college students.
