| Uneven resource distribution in universities and unbalanced supply and demand of education resources are the main difficulties faced by colleges and universities. In recent years, despite the exploration and efforts have been made in resource integration and sharing these years, the overall advantages of resource sharing fails to be displayed. Universities lack resources and research information, while the local institutes of culture and history and party history archives are in shortage of high-quality personnel, which lead to insufficient use of the abundant literature resources. Combining the rich local literature resources with the education systems in universities can not only provide scientific research bases and new threads to teaching and education, but also inject new blood to local resources, achieving maximized use of social resources.In order to educate university students’ ideology and politics, personal quality, ambitions and beliefs, and make use of sort and organize the literature resources between local institutes of culture and history and party history archives, cooperative researches can be performed based on resource sharing so as to inject new blood into local institutes of culture and history and party history archives and to promote academic and education circles’ researches in combination of advanced teaching and local culture, drive the resource sharing among universities and local institutions in teaching, scientific and academic research, cultural heritage and social service etc, finally actualizing maximal value of literature resources.The functions of universities, local institutes of culture and history and party history archives are analyzed in detail. Universities assume the functions of teaching, scientific research, social service and cultural inheritance, while local institutes of culture and history mainly play the role of recording, educating and encouraging; and party history archives helps with political administration and education by referring to the history. Relying on the high-quality resources in universities, radiated and driven by high-quality resources, research forces and literature resources in local institutes of culture and history and party history archives can be fully used. Combining with the graduate students and teachers in universities, it is possible to promote health and orderly development of ideological and political education.Based on the research results in the previous parts, a vision of the anticipated effects of resource sharing platform which may conduce to enhancing teaching quality and talent cultivation, improve scientific research level, reinforcing social service capability, running schools with distinctiveness, promote regional economic development and cultural inheritance. In this way, the local institutions can reach the level of universities and society, while the service quality of universities and students’ scientific research abilities can also be enhanced. It explores a new way for local institutions’ involvement in high education, guaranteeing universities’ quality education, ideological and political education and graduate students cultivation. At the same time, the two-way service route between universities and local institutions is studied. |
