Research On The Dilemma Of Implementing The Policy Of Promoting College Students’ Employment And Entrepreneurship In Local Universities

Employment is the main means to directly solve the survival and development of college students,the main youth group.In recent years,the state has issued more and more policy texts to promote the employment and Entrepreneurship of college students,and formulated a basically formed and complete policy system to promote the employment and Entrepreneurship of college graduates.However,as the main body of the national employment and entrepreneurship promotion policy,there are still structural contradictions between the talent training structure and the talent demand of economic and social development.There are also many problems and difficulties in the implementation of the national employment and entrepreneurship promotion policy.Through the analysis and Research on the implementation process of employment and Entrepreneurship Policy in Colleges and universities,this paper analyzes the problems and difficulties at the university level,and optimizes the policy implementation process,which has an important impact on the effective implementation of employment and entrepreneurship policy,stabilizing and expanding the employment and Entrepreneurship of college graduates.In present study,using the methods of interview and questionnaire,we takes three resident colleges and universities in Changzhi as the research object to explore the current situation and problems of these colleges and universities in the implementation of employment and entrepreneurship policies,as well as various factors affecting the implementation of employment policies for college graduates,In order to explore an effective way to improve the implementation efficiency of employment and entrepreneurship promotion policies for college graduates.Firstly,this paper introduces our research background and significance,combs the relevant research status and related concepts at home and abroad,and then expounds the Smith policy implementation process model.Secondly,to better explain the basis for the implementation of university policies,this paper combs the text content of the employment and entrepreneurship promotion policies for college graduates in Shanxi Province.Meanwhile,we described the employment status of graduates from three colleges and universities in Changzhi,and preliminarily investigated the implementation effect of the employment and entrepreneurship promotion policy in Colleges and universities.Additionally,Smith model was used to find some problems and difficulties faced by college graduates in the implementation of employment policy,combined with the results of questionnaire survey and key interview for the employment staff and students of three colleges and universities in Changzhi City.The survey results show that there are a series of problems in the formulation of implementation rules,such as weak pertinence,incomplete policy content,focusing on short-term projects.There are some problems in the executive body,such as lack of effective feedback mechanism,lack of responsibility and incentive,unsmooth coordination and linkage mechanism,lack of professional quality,insufficient publicity.However,as the survey target group,there is a contradiction between College Students’ employment preference and social needs,that is,insufficient employment preparation.simultaneously,it is also confronted with ambient pressure such as seldom government support and large external pressure.Finally,according to the deficiencies found in the survey,this paper puts forward some countermeasures and suggestions to further improve the scientificity and standardization in the process of policy-making,improve the implementation effect of the implementation subject,guide college students to establish a correct outlook on job selection,and improve the environment of policy implementation.
